Hanes Mill Rd, Suite 300 Raleigh, North Carolina 27105 Subject: Response to Additional Information Request - 2 Application No. ADC550007 Beam Dairy Lincoln County Dear Christine, On March 7, 2024, the Animal Feeding Operations Program of the Division of Water Resources issued the subject Additional Information Request. We respectfully submit below, responses to the individual requests: Request: Pipe and Pit P-1 Location — The location of the pipe between P-1 and P-2 on Drawing 22301-G-100 is shown to be between Barn 100 and the waste pond. However, photographs and notes from DWR staff indicate that the pipe appears to have been installed in/along the south and west sides waste pond embankment. DWR staff also expressed concern regarding the installation of P-1; indicating that P-1 appears to have been installed in the waste pond or have disturbed the waste pond embankment. Please provide engineering design details for any and all locations where a waste storage structure or lagoon was or is to be disturbed. Provide installation details. A Professional Engineer will need to specifically certify that any damage to a waste pond or lagoon has been repaired to meet NRCS Standards. Response: Please see the attached AYES drawing dated March 17, 2024 showing engineering and design details for P-1, P-2, and associated piping where the wastewater storage structure was disturbed. This is an as -built drawing showing the correct locations of the installed pits and piping and it is sealed and the work is certified by an AYES PE. 2. Request: Influent/Effluent Sampling — Please indicate location for sampling of influent to and effluent from each digester. Your January 19, 2024 response stated that this information is included in the O&M Plan. Please indicate, specifically, where this information can be found. The O&M Plan should clearly state the location for influent and effluent sampling. This should also be shown on one of the diagrams. Response: Please see the attached O&M Manual excerpt indicating the locations for sampling of influent and effluent from the digester. The pits referenced in the description of the sample points are shown on the PFDs/P&IDs. 3. Request: Digester Berm/Stormwater Management —During the January site visit, Sustain RNG staff indicated that a berm or some other stormwater management structures would be put in place at the downslope of the digester. Please provide additional information regarding planned stormwater management. Response: Please see the attached letter from the Lincoln County Natural Resources Department stating that the land disturbance activity was found to be in compliance with the Lincoln County Soil Erosion and Sedimentation Control Ordinance and the North Carolina Sedimentation Pollution Control Act of 1973 and has been completed. Obiective To establish a standardized procedure for collecting and analyzing samples from the influent and effluent of a dairy manure anaerobic digester to ensure optimal operation and compliance with environmental regulations. B. Sampling Frequency 1. Influent: Grab samples to be collected twice weekly. Samples will be collected from pit #5 (MRP). 2. Effluent: Grab samples to be collected twice weekly. Samples will be collected from pit #6 (digester discharge). C. Sample Collection 1. Equipment: Use clean containers for sample collection. 2. Procedure: - For influent, collect samples before the manure enters the digester. Use sample container attached to long handle pole. - For effluent, collect samples where the manure exits the digester. - Take grab samples from a consistent location each time to maintain comparability. - Label each sample with the date, time, and specific location of collection. D. Shipping to Laboratory - Pack samples in a cooler with ice packs to maintain a temperature below 4°C. - Ship samples to the laboratory on the day of collection for timely analysis. E. Laboratory Analysis - **Parameters to be analyzed**: - pH - Chemical Oxygen Demand (COD) - Biological Oxygen Demand (BOD) - Total Suspended Solids (TSS) - Volatile Fatty Acids (VFA) - Ammonia -Nitrogen (NH3-N) - Total Kjeldahl Nitrogen (TKN) - Phosphorus - Methods: Follow standard methods for the examination of water and wastewater. Only labs meeting required standards for testing will be utilized. Data Recordinq and Storage - All laboratory results will be kept on the Sustain RNG dedicated database. - The Sustain RNG database is backed up after each entry is made to ensure all data is preserved. - Data will be reviewed regularly to monitor digester performance and make necessary adjustments. G. Reportin_p - Generate monthly reports summarizing the data and any trends or anomalies. - Reports should be made available to relevant stakeholders and regulatory bodies. H. Program Review - Conduct an annual review of the sampling program to assess its effectiveness and implement improvements as needed. This inspection was performed to determine compliance with the Lincoln County Soil Erosion and Sedimentation Control Ordinance and the North Carolina Sedimentation Pollution Control Act of 1973. The inspection revealed a land - disturbing activity of approximately 2.08 acres has been completed. With this final approval, you are granted the option to remove any or all of the temporary erosion control measures on the tract described above. If at anv time the land -disturbing activities are to resume for anv reason. you are disturbing activity begins. It is our understanding that SRNG-Beam, LLC was responsible for this land -disturbing activity. The purpose of this letter is to inform you that this activity was found to be in compliance with the Lincoln County Soil Erosion and Sedimentation Control Ordinance and the North Carolina Sedimentation Pollution Control Act of 1973 and the site has been stabilized.
