Good afternoon Daniel and Jamey,
This correspondence is in reference to the monitoring report and credit release request submitted for the RES Catawba 01 Umbrella Mitigation Bank, Dogtown Mitigation Site, Action ID
SAW-2017-00608. The purpose of this letter is to transmit comments provided by the NC Interagency Review Team (NCIRT) during the review of the monitoring report and to confirm the
annual credit release. The review of the annual monitoring report followed procedures outlined in Section 332.8(o)(9) of the Mitigation Rule. The comments listed below were provided
by the NCIRT during this process. While it is not necessary to provide a response to specific comments at this time, please be sure to address the issues raised in future monitoring
report submittals.

1. Additional boundary marking was added during MY1. Did something happen to trigger additional marking (encroachment, sign damage, etc)?
2. The most downstream log sill on DT4 is going to be reset in 2024 to address piping issues. In future reports please include photographs of issues in the report,
both pre-repair and post-repair. It would have been nice to have more details of the proposed repair (Will this be done by hand or with machinery? Are any changes being made to the
structure/placement? When in 2024 do you anticipate this will be completed? Will additional planting need to be done? Etc.) I assume the repair is not large enough to trigger an adaptive
management plan.
3. The report indicated the site was transporting sediment as designed, yet in channel vegetation is being treated to reduce sedimentation. Please keep in mind that
no channel maintenance should be conducted after MY3 except for invasive species management or after discussion and approval by the IRT.
4. Two of the stage recorders did not record bankfull events in 2023, but RES indicated other bankfull evidence was noted across the site. Why were the other indicators
not included in this report? For future reports please include all applicable data (photographs of deposition, wrack lines, etc.) as evidence of bankfull, particularly if the stage
recorded did not capture any events.
5. According to section 1.7.3 a flow gauge on DT2A was installed in June, but the data/tables indicate it was installed in March. Please clarify/update.
6. Please QA/QC gauge labels throughout the report and appendices. Some gauge names and associated streams don’t match.
7. Please label the flow gauges and stage recorders on the CCPVs.
8. Quercus alba was not on the approved planting list, please change it to a volunteer in future reports and/or formally request the species be approved to meet success
criteria.
9. Please include more detail of any maintenance actions in future reports. What invasive species were treated and how big of an area? What was the acreage of supplemental
planting? Where did the in-channel vegetation maintenance occur? Etc. Please include any maintenance areas (veg or otherwise) on the CCPV.
10. Did the vegetation surveys include the supplemental planting that occurred in October/November?
11. Please use the same green color for successful random and fixed veg plots. And use 1 color (preferably red) for veg plots that are unsuccessful.
12. During the IRT as-built site visit the IRT requested annual reports include condition of the BMPs on DT1-A and DT2-B and photographs. These were missing from this year’s
report, please include in future reports.
13. Please include past meeting minutes and IRT monitoring review comments in the Appendices with comment responses.
Based on our review of the monitoring report and the results of the NCIRT review, we confirm that you have satisfied requirements included in the approved banking instrument and mitigation
plan for this site. Accordingly, with this correspondence we confirm the release of credits as shown on the table below and on the attached credit release schedule. The District ledger
on the Regulatory In-lieu Fee and Bank Information Tracking System has also been updated to reflect this transaction.
