Good afternoon, Mr. Scarbraugh, Mr. Dumpor, and Ms. Goss, eta[.,
As we have recently discussed, the Timbermill team has condensed some of the information recently submitted to
USACE and NCDEQ to illustrate the differences in impacts to aquatic resources resulting from the proposed
design changes.
Attached to this email are:
• A Design Change Log. This Log will direct you to source materials that describe each proposed design
change, including the rationale for the change, the locations of supporting documentation, and whether
these changes were previously discussed during recent meetings. Please note that each change in the
Change Log has a corresponding alphabetical ID, which you can use for reference in these supporting
materials. This document is unchanged from the version sent to you on April 03.
• Design Change Narratives. Descriptions of each proposed design change. This document is unchanged
from the version sent to you on April 03.
I have also uploaded supporting documentation for your review of these proposed design changes. The Corps can
access these documents using the DoD SafeLink FTP site. For NCDEQ, I have uploaded the documents using this
project submittalform.
The supporting documentation uploaded includes:
• Revised Impact Exhibits. There are seven (7) map sets that correspond to proposed design changes
A,C,E,H,K,N, and P. These exhibits show differences in the Project design and resulting impacts to aquatic
resources as shown in the Individual Permit and based on proposed design changes.
• Table of Proposed Design Changes. This table includes only the proposed design changes and utilizes
the same Impact IDs as those used in the Individual Permit. The proposed design change IDs are found in
column AC.
• Revised ORM Spreadsheet. This ORM includes only the proposed design changes and utilizes the same
Impact IDs as those used in the Individual Permit.
• Summary Tables of Impacts. There are four impact summary tables that have been revised to reflect the
proposed design changes. These documents are unchanged from the versions sent to you onApril 03.
