In the 4011 need to list intermittent stream impacts and perennial stream impacts separately (DWR can only require
mitigation for perennial streams so we have to show them separately). I appreciate that your earlier response provided
DWR stream forms to confirm intermittent stream calls and that the PJD map shows where I/P lines are, however I'm
unable to determine lengths for the intermittent and perennial stream segments of some features based on the
information you have provided. Would you please provide me with a table of all impacts that include feature/reach ID,
intermittent or perennial, and impact length. It would be very helpful if you could provide an updated Figure 8 that
identified the intermittent and perennial reaches separately.

In response to your question below, the stream lengths/impact acreages shown on the mapping associated with
the Individual Permit correlates with the AJD,
compared to the stream lengths on the mapping provided in Attachment 2 to the DWR response letter dated
2/9/24 which correlates with the PJD.
In short, the potential impacts to WOTUS within the Preferred Alternative boundary for the Proposed Action are
correctly reflected on Figure 8 (Waters Impact Map) of the IP and as documented in the Turkey Site Mitigation Plan
as follows:
Stream Impacts —4,168 LF
Wetlands Impacts —0.12 ac

Lisa,
As I was finalizing my review I noted that the lengths of streams shown in the impact map provided with the
Individual Application, and the lengths of streams shown in the mapping provided as Attachment 2 in the DWR
response dated 2/9/24 are not the same. Please provide clarification as to why these stream lengths are different
for the various features and provide accurate impact amounts that are proposed for the project. Please note that
if the impact amounts increase, the mitigation plan may need to be re-evaluated.
With regard to your question about the public notice, the USACE Public Notice satisfied the DWR Public Notice
requirements. I think when there was discussion of the Mitigation Site being permitted separately we noted that DWR
would require a separate Public Notice, but since the mitigation site has been incorporated into the quarry permit that is
no longer an issue.
