As Mr. Bodnar at DCM is copied on this email, I'm advising him to move forward with the pending CAMA major permit application based on your legal opinion that the island tip is owned by the State. You may still need to seek permission (in some form) from the State Property Office (I'm copying in Tim Walton, Director) to place the proposed breakwater structure in the State's riparian area.
