Please see the attached comments and revised plans for our response to the information request. Thanks for your
patience on this. We wanted to make sure we included the detail you needed and that all measurements were now
consistent. The revised plans include both revisions by KCI (black line) and additions by the Town (redline).
We confirmed that the length of the proposed stabilization is 251 feet. This is the length shown at the bottom of
Sheet SP1 minus the driveway culvert and road culvert. We have also included revised areas of impact by Zone
and Reach on Sheet SP1.
Do you need us to update the PCN with these revised values?

Odie Street Stream Stabilization
Dear Mrs. Fisher:
On January 22, 2024, the Division of Water Resources (Division) received your application requesting a
401 Individual Water Quality Certification from the Division for the subject project. The Division has
determined that your application is incomplete and cannot be processed. The application is on-hold
until all of the following information is received:
1. The Town of Hillsborough has completed the stream determination for this application;
however, according to 15A NCAC 02B. .0715 (f)(4), DWR must be the authority to complete the
stream determination since this project is conducted under the authority of the Town of
Hillsborough. A stream determination site visit has been scheduled for 03/14/2024.
2. Total stream length within the project and impacted length stated in the ePCN do not match up
with what was provided on the plan sheet. This needs to be updated accordingly.
Comments Specific to Plan Sheets:
3. Regulated Buffer widths (zone 1 and zone 2) need to be shown on the plan sheets with callout
boxes stating the amount and type of impacts so it can be compared to the impact table included
in the e-PCN.
4. On the site plan sheet there needs to be callouts of length of stabilization and type (i.e. where
are the proposed riffles, grading, etc.?). The ePCN states that there are 200 feet of linear impact
but the plan sheet seems to be showing more than 200 feet. Clarification is needed.

5. Dewatering specs have been included in the plan sheets but there are no callouts. Callouts within
the plans will need to be added. If this is an intermittent stream, could work be completed during
dry times?
6. A complete review of the project cannot be conducted until the U.S. Army Corps of Engineers has veri�ied all stream and wetland locations for the project. [15A NCAC 02H .0502(a)(7)]
7. The staging area post construction planting is not included on the planting plan sheet. This will
need to be included.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested
information for the proper consideration of the application. Please respond in writing within 30
calendar days of receipt of this letter by sending one (1) copy of all of the above requested information
to the 401 & Buffer Permitting Branch, 1617 Mail Service Center, Raleigh, NC 27699-1617 OR by
submitting all of the above requested information through this link:
https://edocs.deq.nc.gov/Forms/Supplemental-Information-Form (note the DWR# requested on the link
is referenced above).
If all of the requested information is not received within 30 calendar days of receipt of this letter, the
Division will be unable to approve the application and it will be denied as incomplete. The denial of this
project will necessitate reapplication to the Division for approval, including a complete application
package and the appropriate fee.
Please be aware that you have no authorization under the Section 401 of the Clean Water Act for this
activity and any work done within waters of the state may be a violation of North Carolina General
Statutes and Administrative Code.
