Dear Dr. Thorpe:
Subject: US 321 Widening, R-2237B, Caldwell County
The purpose of this letter is to notify you that the Ecosystem Enhancement Program (EEP) will
provide compensation for the subject project. Based on the information supplied by you in a letter dated
July 14, 2004, the impacts are located in CU 3040101 of the Yadkin River Basin and in CU 3050101 in
the Catawba River Basin, both in the Central Piedmont Eco-Region, and are as follows:
CU 3040101: Stream Impacts: 889 feet; Riverine Wetland Impacts: 0.16 acre
CU 3050101: Stream Impacts: 791 feet
The EEP has agreed to accept mitigation responsibilities for this project during the transition
period (project accepted from "List of 16"). As stated in your letter, the subject project is not listed in
Exhibit 2 of the Memorandum of Agreement among the North Carolina Department of Environment and
Natural Resources, the North Carolina Department of Transportation, and the U. S. Army Corps of
Engineers, Wilmington District dated July 22, 2003. The mitigation for the subject project will be
provided in accordance with this agreement.

Northern Mountains Eco-Region
The purpose of this letter is to notify you that the Ecosystem Enhancement Program (EEP) will
provide compensatory mitigation for the 0.16 acres of unavoidable riverine wetlands and 889 feet of
unavoidable stream impacts located in Cataloging Unit 3040101 of the Yadkin River Basin and 791 feet
of unavoidable stream impacts located in Cataloging Unit 3050101 of the Catawba River Basin associated
with the above referenced project.
The subject project is not listed in Exhibit 2 of the Memorandum of Agreement among the North
Carolina Department of Environment and Natural Resources, the North Carolina Department of
Transportation, and the U. S. Army Corps of Engineers, Wilmington District dated July 22, 2003;
therefore, the EEP intends to provide compensatory riverine wetland and stream mitigation up to a 2:1
ratio in Cataloging Unit 3040101 of the Yadkin River Basin and Cataloging Unit 3050101 of the Catawba
River Basin.
