Parts of the spray field expansion Is ongoing and lsbolft monitored by Stroud Engineering, which will send in their certifications after all work Is complete, This should be done within sixty days, 2. Stroud Engineering will coordinate a time for the inspection after the spray field Is complete. 3, The SBR wastewater treatment plantwas operated until all existing wastewater was processed and now has only water and some Inorganic solids, Although the plant has water in it, there is no environmental hazard associated with this, The plant has been idle for over two years and there is no odor or visible solids. The plant will continue to be monitored ensvring that water levels remain at a safe level and if necessary excess rain water will be diverted to the lagoon system. We have never had to do this to date, 4. Attachment one enclosed in this letter Is the recent test eesuits that were performed on basin number three. on September 10, 2013, Tills was a composite sample taken at various depths down the center of the basin, Results Indicate that the contents of the basin have no characteristics of wastewater and the continued testing of the monitoring wells show no contamination to the ground water. Due to these results, we would like to close the basin by slowly pumping the water into the surrounding wetlands. As the basin level drops, we will breech itithe basin wall so it cannot fill again. Remove duplex Cl2 metering pump system. This never worked property and has been abandoned, and a venturl ejector CL2 system installed. Remove emergency breathing apparatus. This was never installed. Arapahoe Disposal Site, remove 6"aluminum irrigation laterals, Please refer to approved plans when writing this section, We have HDPE pipe In zones 1-8 anti aluminum In zones 9 and M Sizes as shown on plans, Attachment A, Remove all testing and reporting requirements other than flow of the Oriental Lagoon effluent. Testing of the effluent of the lagoon Is unnecessary and has no value as the effluent is transferred into a holding basin where it is mixed wlth tine effluent from the Bayboro lagoon. This combined effluent Is the only disposed of effitient for the entire system and where testing Is required. item 4In the notes section should be eliminated as the final effluent Ill not under the 2T rules but under the 2H rules. Again there Is only ONE effluent, Attachment B, Note 1 should be elitllinated. We are already reporting flow from both treatment facilities so the lagoon flow for both treatment facilities can be recorded, The total flow to the disposal site with recorders at the spray field Is one number and should stay combined so the disposal site flow will be accurate. As you witnessed the interior dikes at the Oriental treatment lagoons are in need of repair due to wave action over the years, The engineering has already been done and the permit was received in March of 2016 to do the repairs and upgrades. Due to the estimated cost of the job and financial restraints at this time, Bay River cannot financial occur this cost on its own. This being said, Bay River MSD with the help of Stroud Engineering and Pamlico County have recently applied for funding through the North Carolina Department of Environmental Quality Division of Water Infrastructure and FEMA/BR1C Grant 2022, Should funding be received this project will be shovel ready. We are currently applying for (2) different grants one Is the DWI Infrastructure and the other is a FEMA Bric grant we hope to hear good news from these grants later this year or early next. So we can get this facility back where It needs to be. 2. NOV-2023-LV-0672 sample location (2) is the Oriental plant the only explanation that I could have is that there's no areator's in the lagoon or we either had heavy rainfall sending a slug of rain water (M) to the plant sample location (3) Bayboro plant we were down one aerator and have since gotten that one fixed, 3, NOV-2023-LV-0673 sample location (2) Oriental plant again no areator's In system. 4, NOV-2023-LV-0674 sample location (4) Arapahoe sprayfield either Phillip touched fecal bottle with dirt hands ( he does wear gloves while sampling ) or Lab messed up, we had a total CI-2 residual of .04 both times we sampled.
