The subject permit you have referenced (WQ0044879) expires today, May 14, 2024. This permit was issued by the
Division back on November 13, 2023, 6 months ago. It appears that little progress has been made during the past 6
months in providing an alternative means of permanent, regulatory complaint sewerage service to the site of the
subject pump'n haul operation.
To the Division's knowledge, Fayetteville PWC has not submitted the variance request to the Division that you
referenced below requesting permission to continue their non -permit complaint operation of the existing so-called
DAK 12-inch force main to serve the Wellman Plant site, nor is the Division aware they have placed the force main
into permit complaint operation.
Therefore, at this point the request you have submitted below must be handled as a new pump'n haul permit
application and the appropriate permit application processing fee paid to the Division and submitted to the
Central Office in Raleigh to the attention of Matthew Nevills before the application is considered initially complete.
Also, the Division must receive written confirmation from Fayetteville PWC that either the Dak 12-inch force main
has been placed into permit compliant operation or that they have indeed submitted the much -discussed variance
request for consideration by the Division to allow the non -permit complaint continued operation of the force main
for a specified period of time.
Please be aware that conducting a pump'n haul operation of domestic strength wastewater without a valid permit
is a violation of state regulations 15A NCAC .2T .0200.

Allen, Dale and Zac, please see attached pump and haul permit extension request. It is my understanding that PWC is
requesting the discussed variance that would allow the State to approve our previously submitted application
(WQ0043096) to connect a 2" force main to the existing 12" force main that is acting as a gravity main serving Seabrook
School. We further understand that this is a temporary solution and that a permanent solution is still required. Please
let me know if this extension will require a fee to be paid and if so, is it this same as the $1,160 submitted with the Pump
and Haul application.
