Good afternoon,
DWR has reviewed the application submitted for the above -referenced project and requires additional information to complete
the review. Please note that the project will be considered "on hold" until a complete response is received.
We have found that burying steep -sloped pipes creates instability and can impede aquatic passage. For structures less
than 72" in diameter/width, and topographic constraints indicate culvert slopes of greater than 2.5%, culvert burial is
not required, provided that all alternative options for flattening the slope have been investigated and aquatic life
movement/connectivity has been provided when possible (e.g., rock ladders, cross -vanes, sills, baffles etc.). Please
redesign the culvert to incorporate alternative options as referenced above or to be placed at -grade to ensure up and
downstream stability and aquatic passage. Please also incorporate energy dissipation measures at the outlet (e.g., riprap
pad) to mitigate erosion/scour and downstream instability. If alternative options are not feasible, please provide a
detailed justification and explanation for how aquatic passage, downstream stability, and water quality standards will be
maintained.
The Perennial Stream/Wetland Impact Map states: "Wetlands and stream verified by Pilot Environmental, Inc. with
USACE and NCDEQ-DWR on February 18, 2021." However, the Wetland Map (Drawing 5) states: "The locations of
features shown on this map are preliminary. They have not been verified by the USACE. This exhibit includes GPS
locations of delineated features. Delineation conducted by Pilot personnel on 10.12.22." Please provide documentation
clarifying which area(s) of the site were verified by the USACE on February 18, 2021 and which areas have not yet been
verified.
