Please reference my phone call of November 13, 2003, when I informed you that I would not be able to attend
your drawings review meeting scheduled November 20, 2003, for TIP R-22376. However, I would like to provide
the following comments to be included in your meeting discussions:
First, I have confirmed the jurisdictional determinations conducted by your consultants Stantec. - met with
Stantec on December 18, 2002, and conducted onsite inspections from one end of the project to the other.
Therefore, I am familiar with the steep slopes you are having to work with for the road improvement project. I
have also reviewed the plans you provided. The review shows for the exception of the relocation of a s-curve at
station 324.96 the project is basically a widening of the existing road alignment. The widening will result in the
replacement /extension of existing road culverts and some minor wetland fill associated with widening roadway fill
slopes. Review of the s-curve realignment/relocation shows the proposed plan will impact approximately 600
linear feet of jurisdictional stream channel. The plans obviously shows the public safety need to improve the
alignment of this section of US 321. However, I would request that you review your designs closely to avoid and
minimize stream channel impacts as much as is practically possible. Please be reminded this project is in one of
the twenty-five trout water counties of North Carolina and you should seek early review and comment form the
North Carolina Wildlife Resources Commission with regard to potential impact to trout water habitat for your
proposed road improvement project.
