Hi Shannon and Joey:

I have reviewed the permit application for the After-the-Fact (ATF) Land Disturbance and
Wetland Encroachment - HEA Management project, which accounts for ATF impacts to
0.09 acre of wetland in the Little River floodplain in Transylvania County.

A trout moratorium would not have been applicable for these impacts. We strongly
recommend minimizing any development in the 100-year floodplain and protecting existing
riparian forest along the Little River.
