Inspection Summary:
This inspection was conducted as a follow up inspection to the notice of violation (NOV) issued on October 26, 2023.
During the inspection a representative with HDR, Mark Filardi, was present to show a copy of a draft Stormwater Pollution
Prevention Plan currently being worked on. Additionally,a draft of the Tier III action plan was shown. During this time, tier
relief was briefly discussed with the representatives from Galvan Industries including the additional sampling typically
required to prove the need for tier relief.
Analytical and qualitative monitoring was being conducted per permit requirements. All outfalls on site are noted as points
being sampled. However, since the previous inspection, only no-flows have been reported. It should be noted that
representative outfall status cannot be granted until the facility is no longer in tier status. This can be achieved by testing
under benchmarks for 3 consecutive samples for all parameters at all impacted outfalls or by obtaining tier relief from the
Mooresville Regional Office.
All outfalls were observed on site with no visible issues at the time of the inspection.
With the work completed on site, the compliance deadline has been extended thirty days from the time of this inspection.
The facility must:
- Produce a Stormwater Pollution Prevention Plan that is up to date for the current permit the facility holds.
-Submit an action plan separate from the zinc management plan for the Tier I II benchmark exceedances of copper and zinc.
