PROJECT SUMMARY: The proposed development is for a pier with two finger piers and 5 boatlifts. 9. NARRATIVE DESCRIPTION: Nola Crane's property is located at 150 Headen Lane, Carteret County in Salter Path, NC. The parcel is 0.114-acre parcel and is located off of Bogue Sound. The Carteret County Land Use Plan has classified this area as Rural with Services, with CAMA AEC's classified as Conservation. This site is developed with an existing bulkhead (the small dock was removed) and the building appears to be getting renovated. The applicant wishes to construct a 5-slip docking facility for commercial use. There is a total of 46' of shoreline on this property. Bogue Sound is approximately 2.5 miles across at this location. The nearby designated Federal Channel is approximately 2.0 miles north of this location. There is no coastal or 404 wetlands on the property. It was recently dredged under a General Permit as maintenance excavation. The average upland elevation is roughly 5' normal high-water level (NWH). These waters of Bogue Sound are classified as SA, High Quality Waters. None of the project area is within PNA; it doesn't have submerged aquatic vegetation, and is closed to the harvest of shellfish. The area was dredged to an average of 5' at normal low water (NLW). The bottom substrate is coarse sand and does not lend itself easily to suspension. These waters have an approximate 2' tidal amplitude. 10. PROJECT DESCRIPTION: The applicant is requesting to construct a 5-slip docking facility for commercial use. The adjacent riparian property to the west is a commercial marina (Major Permit 9163-07). The adjacent riparian property to the east is a waterfront restaurant. The applicant is proposing to construct a pier that is 6'x59', two finger piers 3'00% and 5 boatlifts 12'x13' boatlifts. Water depths within the boat slips are approximately 5' at NLW. 11. ANTICIPATED IMPACTS: The proposed boat slips, along with the adjacent marina, could have an impact on the adjacent open shellfish waters. The proposed 5-slip docking facility would not pose a hazard to navigation as it would be approximately 20' from the edge of the navigable channel. As proposed the docks and finger piers will shade approximately 534sgft of open water/shallow bottom habitat. The proposal encroaches into both of the adjacent riparian property setbacks (waivers obtained). No SAV were observed in the area. The waters of Bogue Sound are not listed as Primary Nursery Areas (PNA) and are classified as SA, High Quality Waters. These waters are within the White Oak River basin and are closed to shellfish.
