Boyd,
The 65 acres noted on the Town of Mooresville Detention Worksheet is the total property area in Phase 1. This would
not be the same area as that which flows to the wet pond.
The Wet Detention worksheet has been revised and is attached. This acreage of 55.3 acres is the same as what is used
in the Hydrocad calculations, so we should be good to go. I checked the pond area and it matches the surface area
required based on the attached sheet. Evidently the drainage area and pond size was revised, but this particular sheet
was not reprinted and included in the calculations.

Before I get to your questions about sand filters, I was trying to complete the review of the Phase I stormwater
plan. However, I wanted to check out some basic components first. I have not done a detailed review of all topography
but I’m trying to figure out why the “Total Site Acreage” is listed on page 49 at 65 acres, the wet detention pond

calculations show a “Drainage Area” of 45.5 acres and the “BMP-1_pre_post” hydrographs show “Inflow Area=55.3
acres”. Maybe a few words of explanation here might expedite my review.

Since you will be reviewing the stormwater plans for phases 2 & 3, I’d like to get clear direction on the State’s
requirements for sand filters. Are sand filters currently required to be off-line or can the same facility be used for full
detention purposes? Are they still limited to 5 acres, and if so, can a multi-chamber open air configuration be used with
walls to divide the flow between chambers with 5 acres per chamber?

I just now had the opportunity to look into this for you.
My database does not show that Mooresville has ever been on the certified list for the purpose of having their
stormwater plan approvals under the Water Supply Watershed Program or the Phase II program also meet the
requirements of the 401 Certification program. Therefore, I believe that the 401 & Buffer permitting program also
needs to review and approve the stormwater plan approved by Mooresville. I have copied several staff members from
the 401 & Buffer Permitting Unit who can let you know the correct address and contact person for sending the
stormwater plan.

Annette,
I think you are aware of a situation in Mooresville where we are trying to get 401/404 permitting for stream/wetland
disturbance. We have been informed late that the stormwater plan we had reviewed and approved by Mooresville does
not qualify as being approved since the Mooresville engineer did not have a current BMP certification.
I am being told by Mooresville and Alan Johnson (Local NCDENR office) that this plan needs to be reviewed by DWR. I
assume that this permit would be for Wetlands, Buffers, Streams – Compliance. So these plans and calculations (I
assume) would be sent to the 401 & Buffer Permitting Unit at 512 N. Salisbury St., Raleigh, NC 27604, Archdale Building -
9th floor. Is this all correct? Or are these sent digitally? If so, to whom?
I have also been told that Mooresville still has authority to permit water quality within water supply watersheds. Is this
correct? Was there a separate BMP certification that they would have received for this type of water quality
permitting?
Because this issue arose so late in the permitting process, and our USACE permit is dependent upon it, can you see if you
can make every effort to expedite the review? We are against the deadline concerning the Long Eared Bat and will not
be able to clear trees associated with a culvert until all these permits are resolved.
Please call me if you have any questions. I want to do everything possible on my part to give everything needed to
obtain the DWR permit we need.
