Brian,
To clarify wing wall sites:
Site 1.... No wing walls or retaining walls
Site 2.....Wing wall at the outlet of the culvert and inlet, also
an extended wing wall acting as a retaining wall at the inlet
Site 3....Wing walls at inlet and outlet, also a long retaining
wall connected to the culvert paralleling the road
No other wing walls or retaining walls in the rest of the project
