This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Summary of Changes in Renewal Permit from Existing Permit 1) Total Lead and Total Copper monitoring were removed. 2) A Special Condition for reopening the permit for future nutrient requirement was added. 3) A Narrative Condition was added to define the oily sheen restriction. All discharges leaving the treatment facility shall be monitored via a calibrated flow meter system preferably with an automatic totalizor function. If an automatic totalized flow monitoring is unavailable, the permittee shall record the approximate time that discharge began and ended, and the instantaneous flow rate so a total flow event can be calculated. 2. Chronic Toxicity (Ceriodaphnia) at 90% Quarterly during February, May, August, and November, see A (2). Sampling and testing for metals and volatile organic compounds shall be concurrent with whole - effluent toxicity sampling and testing. Discharge shall not contain floating solids or foam visible in other than trace amounts. Discharge shall show no evidence as a source for oily film or sheen on the receiving stream. 14 .. Permit NCO07.9227 A. (2) CHRONIC TOXICITY PERMIT LIMIT (QUARTERLY) The effluent discharge shall at no time exhibit observable inhibition of reproduction or mortality significant to Ceriodaphnia dubia at an effluent concentration of 90%. The permit holder shall perform at a minimum, quarterly monitoring using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure" (revised February 1998) or subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (revised February 1998) or subsequent versions. The tests will be performed during. the months of February,.May, August, and November. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two following months as described in "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised February 1998) or subsequent versions. The chronic value for multiple concentration tests will be determined using the geometric mean of the highest concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes, and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised February 1998) or subsequent versions. All toxicity test results, required as part of this permit condition, will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code TGP3B for the pass/fail results and THP38 for the Chronic Value. In addition, send DWQ Form AT-3 (original) to the following address: Attention: NC DENR / DWQ / Environmental Sciences Section 1621 Mail Service Center Raleigh, North Carolina 27699-1621 Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no later than 30 days after the end of the reporting period for which the report is made. Test data shall be complete, accurate, include all supporting chemical and physical measurements and all concentration/response data, and be certified by laboratory supervisor and ORC or approved designate. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the a month/year 'of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re- opened and modified to include alternate monitoring requirements or limits. If the Permittee monitors any pollutant more frequently then required by this permit, the results of such monitoring shall be included in the calculation and reporting of the data submitted on the DMR and all AT Forms submitted. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. (3) NUTRIENT REDUCTION Dischargers to the Tar -Pamlico River are subject to the requirements, terms and conditions, of the Tar -Pamlico Nutrient Sensitive Waters Implementation Strategy: Phase III adopted April 14, 2005 (Strategy). Non-members of the Tar -Pamlico Association (Association) will maintain their same status as defined in Phase II. Any revisions to the Strategy during the life of this permit are applicable. If requirements other than those listed in this permit are adopted as part of. a revision of the Strategy, the Division reserves the right to reopen this permit to include these requirements. If requirements other than those listed in this permit are adopted to prevent localized adverse impacts to water quality, the Division reserves the right to reopen this permit and include those requirements. It was determined that Schlage Lock Company is currently a subsidiary of Ingersoll Rand Company. Several changes to the treatment works have occurred since the initial start but the system has consistently met its objects. In 1995 the activated carbon filter were removed with no negative impact. In 1997 a fiberglass line was installed to replace the failing steel line and resulted in the recovery wells being shutdown for about 30 days. Since July 2004 three new recovery wells have been added increasing the total average flow to 30,000 gpd but did not decrease the treatment efficiency. The end use and development of this property is limited by changes that do not compromise the current ground water remediation operation. ERM NC, PC is contracted to manage, operate, and maintain the treatment system. TREATMENT PROCESS Ground water is capture by recovery wells, some wells pass through a mechanical separator to a collection sump. The collected liquid -solid mix is collected in a drum and disposed of via a licensed contractor. Other recovery wells flow directly to the equalization tank. The collection sump is pumped to the equalization tank as needed. From the equalization tank the wastewater is pumped to an air stripper column where the volatiles are removed. The scrubbed water is accumulated in a holding tank. As needed the holding tank wastewater is pumped through a bag filter systems and then discharged to a UT to Breech Branch. A mechanical meter with totalizer monitors the effluent flow. The filter bags are routinely replaced and disposed in a local landfill. Past analysis of the filter bags solids have shown no hazardous waste. The discharge is the primary flow to the UT. PERMITTING STRATEGY All the reported solvents and metals values were below their detection limits. However, the solvents listed in the permit provide a method to insure continued efficient operation of the treatment system so the solvent monitoring in the permit will continue. The facility passed Fact Sheet NPDES NCO079227 Pa-e 1 of'2 all its chronic toxicity test and no compliance issues occurred in flow, TSS, oil and grease, and pH. Based on BPJ, copper and lead monitoring can be removed. The chronic toxicity test condition will remain as well as limits for TSS, oil and grease, and pH. Under the Tar -Pamlico nutrient strategy Phase III list, no nutrient monitoring is applicable. Phase III does require all renewed permits to have a reopener condition for future nutrient monitoring or nutrient limits. A new narrative condition prohibiting an oily film or sheen traceable to the effluent will be added. Page 3 of 3 C-GW 03105 Schlage Lock Remediation System -Rocky Mount Sludge Management Plan The former Schlage Lock facility in Rocky Mount, North Carolina utilizes a ground water remediation system that is designed to remove chlorinated solvents from ground water. Following is a brief summary of the process, including sludge generation and management. Treatment Process Summary The ground water treatment process involves extracting impacted ground water from multiple recovery wells, which are located strategically throughout the facility property. The extracted ground water is piped to the centrally located remediation system plant, where ground water first enters a settling (separation) tank where solids, if present, are allowed to settle. Impacted ground water is then pumped to an equalization tank, and then to an air stripper where volatile organic compounds are removed from the ground water through vigorous aeration "stripping". The treatment process is shown on the attached block diagram. Treated ground water is then pumped through bag filters for a final polish and then discharged to the outfall (001) located on the unnamed tributary of Beech Branch. Sludge Management The above process does not generate chemical sludge. The sludge that does form in the treatment process is primarily silt and clay sediment that is carried from the recovery wells in the water stream. Sediment is captured in the separation tank that is primarily used in the treatment process to separate potential chlorinated free product from the waste stream. Collected solids are drained with the solvent phase into a product collection drum. Recovered solvent and sludge is processed by Waste Management as hazardous waste. Minor additional solids are captured in the bag filters at the end of the treatment system. This material coats the bag -filters, which are periodically replaced and disposed. Approximately six bags per month are generated by this process. These bags have been analyzed for hazardous characteristics and are non hazardous. The bag filters are air dried and taken by the Site Manager to the Nash County Sanitary Landfill Convenience Center #7 for disposal as an industrial waste. No other sludge is generated at this facility.
