The correct hydrological unit has been updated to 04-03-02. • Sampling for BOD5 and TSS in Section A.(L) should also be conducted at influent in accordance with 40 CFR § 133.102 Secondary Treatment Standards. Influent sampling has been added for both parameters. Accordingly, we hereby forward the modified permit pages to amend the above errors. Please insert these change pages into your existing permit and discard the old pages. We regret any inconvenience this causes your organization. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources or any other Federal, State, or Local governmental permits that may be required. As of this permit issuance, any previously issued permit bearing this number is no longer effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the permit conditions, requirements, terms, and provisions included herein. Henderson County is hereby authorized to: Upon receipt of an Authorization to Construct permit from the Division, construct wastewater treatment facility not to exceed 0.2 MGD with treatment facilities consisting of, but not limited to: • Influent pump station • Bar screens • Flow equalization tank • Two (2) activated sludge trains • Two (2) secondary clarification tanks • Sludge holding tank • Chlorine contact basin • Tertiary disc filters this treatment facility will be located near Fruitland Road (County parcel identification number (PIN) 9680383718, 9680384200, 9680389475) in Hendersonville, Henderson County, and 2. After submitting an Engineer's Certification, discharge wastewater from said treatment works via Outfall 001, as specified on the attached map, into Clear Creek [Stream Index 6-55-11-(5)], a waterbody currently classified C waters within hydrological unit 04-03-02 [HUC: 060101050302] of the French Broad River Basin. The Permittee shall submit discharge Monitoring Reports electronically using the Division's eDMR submittal system [See Section A. (5.)]. 2. TRC is only applicable if chlorine or a chlorine derivative is used for disinfection. The Permittee shall report all effluent TRC values reported by a NC -certified laboratory [including field certified]. Effluent values below 50 µg/L will be treated as zero for compliance purposes. 3. Monthly average effluent BOD5 and TSS concentrations shall not exceed 15% of respective influent value (i.e., compliance requires 85% removal). 4. Chronic Toxicity (Ceriodaphnia dubia) P/F at 2% with testing in March, June, September, and December. [See Section A.(2.).] 5. Total Nitrogen shall be the sum of total Kjeldahl nitrogen, nitrate nitrogen, and nitrite nitrogen expressed as "N" in milligrams per liter (mg/L). 6. Total Phosphorus shall include all orthophosphates and condensed phosphates, both dissolved and particulate, organic and inorganic, expressed as "P" in milligrams per liter (mg/L).
