This letter summarizes our findings and requested approvals. Purpose and Need The proposed Enclave at Cameron Woods subdivision will be a single family residential neighborhood located on Jenrette Road Ocean Isle Beach, Brunswick County, NC (see vicinity map). The proposed development will provide additional housing in one of the fastest growing metro areas in the country, with convenient access to local schools and businesses of the greater Wilmington/Myrtle Beach area. In order to meet the viable economic needs of the new development, Lennar is proposing to construct three road crossings over jurisdictional wetlands along with fill to allow home construction on one of the proposed lots. The proposed road crossing and lot access fill will require impacts to 0.50 acres of jurisdictional wetlands. The project area is defined as 48.68 acres which includes 4.28 acres of jurisdictional wetlands. The Brigman Company has been employed by the applicant to specifically review the proposed project objectives, assess the impacts of these activities on freshwater wetland/stream functions and to recommend design revisions so that potential impacts are minimized and natural resource values are enhanced to ensure the project is consistent with both 404/401 regulations and guidelines. Wetland Baseline Information A wetland delineation was completed on the property in the summer of 2023 and an Approved Jurisdictional Determination was issued by the USACE under SAW-2023.02067 (See attached). The jurisdictional wetlands are associated with Jennie Branch and have been partially impaired due to existing development and road construction surrounding the project site. Proposed Wetland Impacts The proposed construction activities affecting wetlands consist of the deposition of fill material into 0.50 acres of wetlands for the construction of a road crossing, stormwater outfalls, and lot development as listed below. www.thebrigmancornpany.com P.O. Minimization of unavoidable wetland impacts associated with road crossings were accomplished by aligning access perpendicular to wetland at the narrowest point. The applicant has chosen to limit wetland impacts to only those unavoidable to meet the project purpose. Best Management Practices shall be employed during construction to minimize erosion and the migration of sediment off -site. These practices may include but not be limited to the use of mulches, geotextile fabric, hay bales, silt fence and other devices capable of preventing erosion and the migration of sediments off -site. Mitigation The applicant is proposing to preserve the remaining 4.16 acres of wetlands and protect these areas with 3.20 acres of upland buffers for a total of 7.36 acres of on -site preservation areas. Additionally, the applicant is proposing to purchase 0.50 wetland credit from Stone Farm Mitigation Bank. A Credit Availability Letter from them is attached. Request for Authorization for Impacts to Jurisdictional Wetlands: Acting as agent for the applicant, we hereby request that the unavoidable impacts to wetland resources occurring onsite be authorized. We reserve the right to upsize or downsize the piping within these crossing based upon further hydrologic study of this area. The method utilized for the determination of pipe sizing for these crossings was the Rational Method.
