Complete avoidance is not possible to gain access to the upland areas on the Subject Property. The project engineers has designed a proposed
development plan that minimizes adverse impacts to the wetland ecosystems to the extent practicable. The proposed road crossings have been located
at the narrowest location of the wetland areas.

Due to the location and distribution of the wetlands on the Subject Property, complete avoidance is not possible to access the uplands on the site. The
project engineers has minimized the proposed wetland impacts to those only necessary to access the uplands and/or meet the stormwater requirements
for the proposed outfall areas.
