In addition, the City of Sanford is adopting the sewer flows per Session law 2023-137. Permitting efforts of the Phase 2 development consists of 119 three bedroom Single Family Residential homes on approximately 30 acres. The development is part of an approved master plan that includes 622 total units. Lots of Phase 2 connect to new proposed piping this application as well as existing the Phase 1 Gravity Sewer Main Outfall that flows by to the Gaster's Creek Pump Station. Phase consists of 1,193.7 ft of new 8-inch SDR-26 with 5 new connecting Sewer manholes. The proposed project will meet all of DWR' s minimum design criteria for sanitary sewer extensions. The design flow rate for this project is calculated at 29,535 GPD based on NCAC 2T Rules for wastewater flow rates as revised per Session Law 2023-137 — Changes to Wastewater Design Flow Rates in 15A NCAC 02T .0114(b) and the anticipated flow for the aforementioned homes. The proposed sanitary sewer line sizes are more than adequate to convey the design flow rates. Additional future sewer services are proposed to be installed along the route but will not be placed into service until lots are permitted by the City of Sanford and NCDEQ. Please provide the following information by May 17, 2024, and note that the requested information must be submitted within 30 days of this request, or the applicant will be required to submit a new application and application fee in accordance with 15A NCAC 02T .0107. 1. Is this an ARPA funded project? If so, -please include the DWI assigned ARPA project number in your response. 2. FTA section V1.6 needs to be checked. 3. FTA section V1.8 missing information. 4. FTA sections IX.1 needs to be checked. 5. Topographical map and/or the aerial map provided are not sufficient. According to Section F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map needs to clearly identify the project area, including the closest surface waters, general location of the gravity sewer, pumpstations, and force mains, and the downstream connection points for the receiving sewer. Also please indicate the direction of flow. 15A NCAC 02T .0107 Staff Review and Permit Preparation states: • "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or accompanying supporting information may be modified to make it complete. The staff shall advise the applicant: (2) if all required information is not submitted within 30 days, the project will be returned as incomplete. Any resubmittal of a returned application shall be accompanied with a new application fee."
