Samantha, Thank you for your review and comments. We have provided responses to your comments below in red in addition to providing updated attachments for Impact B. Please provide the Division a copy of your response to the April 9, 2024, letter from the U.S. Army Corps of Engineers requesting additional information. [15A NCAC 02H .0502(c)] Response: This RFAI is specific to Threatened & Endangered Species and the USACE has initiated information consultation. To date and per Matt Martin, he has not received a response back from USFWS. • Wetland Impact comments: o The PCN states there is 0.061 acres of permanent impact for Impact Area F — Greenway Trail, but after reviewing the site plans, I could only account for 0.0562 acres of impact. [15A NCAC 02H .0506(b)(2)] Response: I went back and rechecked impact sheet Impact Area F, and I am calculating Z662 SF or 0.061 acres (80sf + 123sf + 2459sf = 2,662sf/0.061 acres) o The PCN states there is 0.187 acres of permanent impact for Impact Area G — Road Widening, but after reviewing the site plans, I could only account for 0.184 acres of impact. [15A NCAC 02H .0506(b)(2)] Response: I went back and rechecked impact sheet Impact Area G, and I am calculating 8,166 SF or 0.187 acres (4,091sf + 52sf + 519sf + 2,449sf + 857sf + 198sf = 8,166sf/0.187 acres) Stream Impact comments: o DWR is concerned about the culvert alignment at Impact Area B. Please realign the outlet location of the culvert for the road crossing so that it is in better alignment with the stream channel. [15A NCAC 02H .0506(b)(2)] Response: The project engineers have reviewed the culvert alignment and location, and in their professional opinion it is the best location for the culvert. The culvert inlet and outlet are on the stream channel. However, they have updated the riprap dissipator at the outlet to better align with the stream channel. Please see updated Exhibits: Overall, Impact Area B, Impact Area B profile and Overall Grading Plan. • Buffer Impact comments: o For DWR's permanent records — please confirm that the site plan totals are accounting for all buffer impacts, not just what the arrows are pointing to on the maps. Response: The project engineers have reviewed the site plan and have confirmed that all buffer impacts are accounted for.
