Dear Mr. Dearing,
Division of Water Resources’ records show that your wastewater irrigation permit, issued on August 28,
2018, expires on January 31, 2024. We have not received a renewal application. Both your permit and
administrative code 15A NCAC 02T .0109 require you to request renewal of your permit at least 180 days
prior to its expiration. Failure to renew your permit may result in civil penalties in accordance with North
Carolina General Statute §143-215.6A.
Therefore, please respond as soon as possible and select one of the following options:
1. APPLY FOR PERMIT RENEWAL – Renewing the permit allows you to continue operating your non-
discharge system. You will be expected to continue paying annual fees and follow all operation
and maintenance procedures in your new permit. Please complete and return the attached form
to me to apply for a renewal. I have pre-filled as much information as I could from our records;
please complete any blank sections and double-check everything for accuracy. If you need a hard
copy of the form, let me know and I will mail one to you.
2. APPLY FOR PERMIT RESCISSION – If the non-discharge system was never constructed or if it is no
longer active, you may ask to rescind (cancel) your permit by replying to this email. Once both
Central Office and the Regional Office approve your request, we will also waive any overdue
annual fees. However, if you wish to construct or operate the non-discharge system in the future,
you will have to obtain a new permit at that time. Please respond to this email to request
rescission.
3. CHANGE OF OWNERSHIP – If you no longer own the property this system is on, please have the
new owners to contact us to request a Change of Ownership application. If you don’t know their
contact information, let me know and I will do my best to locate them. As your permit notes,
ownership of the permit does not transfer with the land, therefore you are still responsible for the
permit and annual fees until we can re-issue the permit to the new landowner.

Please submit the completed forms via one of the following methods:
1. Send to me via email or to Non-Discharge.Reports@ncdenr.gov.
OR
2. Mail a hard copy to:

Effective May 18, 2023, the Non-Discharge Branch has multiple engineering vacancies. As a result,
our response and review times will be slower than normal. Thank you in advance for your patience.
