Mr. Kelley,
On April 26, 2024, the Division of Water Resources (Division) received your application requesting a 401 Water
Quality Certification from the Division for the subject project. The Division has determined that your application is
incomplete and cannot be processed. The application is on -hold until all of the following information is received:
1. The application did not include enough detail or plans to allow the Division to fully evaluate the project's
effects on water quality.
In your Shoreline Stabilization application, you indicated that there would be 0 square feet of disturbance
below the normal pool lake level, yet your plans indicate a dock to be installed. Please include a detailed
plan of how you intend to construct and install the dock, with measurements. Additionally, most shoreline
stabilizations with rip -rap do involve fill being placed below the OHWM. Please include a detailed plan for
the shoreline stabilization, including measurements. I have attached the correct template to use for those
plans.

Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested information for the
proper consideration of the application. Please provide your response by June 18, 2024. If all of the requested
information is not received, the Division will be unable to approve the application and it will be denied as
incomplete. The denial of this project will necessitate reapplication to the Division for approval, including a
complete application package and appropriate fee.
