Thank you for the comprehensive explanation of the situation. I appreciate you making note of the issue in the file. I will
be sure to mention it in any future modification, should there be any. I don't think it warrants the termination/issuance
strategy for something this apparently common.

Good morning, Neil,
Unfortunately we can't update the COC or the permit record with a different County in our current system—we can
only record the info as part of a Modification and update the County associated with the permit documents in the

file(which I just did this morning for you). I would recommend including information in the box of any other
modification request you need to submit so it's acknowledged.
Honestly, it's not a matter of not being able to modify our current Forms system to do this ... it's that DEQ is
prioritizing the development of a new forms system that will combine the E&SC application process with NCG01
for DEQ projects,and that means we are not spending time modifying our current system in order to focus on
that. Otherwise we would update our current Forms process to allow this. This county mix-up issue comes up
from time to time when applicants realize down the road they chose the wrong one on the eNOI, so I can assure
you this is not the only project where this has happened
The only real workaround (if info in the permit file is not acceptable) is to submit a new eNOI for this project and
terminate the old one when it's issued.You are welcome to do that for this project.

We are in the process of reviewing all of our project permitting information in advance of entering an EPA consent
decree, and I noticed something I wanted to ask you about. Our COC for Lacy Farm (NCC230065)was submitted using an
approved EC Plan from DEMLR in Alamance County,yet when the COC application was submitted,Wake County was
inadvertently selected. It managed to go through review and get approved that way. So, even though the project is in
Graham, NC (Alamance), our COC shows the County as Wake. We missed it and DEQ missed it. No harm, no foul... but
we feel like we need to have it adjusted to accurately reflect Alamance County as the County of Origin. Is this something
that you can go in and click to correct?
My concern is that because the COC Modification Application auto-populates these fields, I wouldn't be able to change it
other than to include a narrative snippet in the box before the signature,which seems like a lot of extra work for both
your team and 1,versus just asking for a quick clerical fix. Of course, if a modification needs to be submitted, I am happy

to do so. I am just concerned that the subsequent dates in the file will be cause for questions not necessarily needed
otherwise when it was no more than the result of muscle memory on the part of the original applicant and no one in
your office catching the discrepancy. At any rate, I apologize for the long winded email... please let me know your
thoughts on how best to resolve this issue and I will do what I need to in order to resolve the issue on our end.Thank
you!
