Upon review of your comment, it would appear that section V1.8 is indeed a typo and should read 318 GPD, not 218, and
should match V1.7.

Sorry, I've been out of the Office working this week but Yes, we did receive the application and fee package on April
29, and I have performed a substantial preliminary review and so far, everything looks good with one clarification
needed.
In Section V1.8. of the Application on page 2 of 5, The "Wastewater generated by project: 218 GPD" where this is
likely a typo as V1.7. of the Table above gives a Total of 318 GPD. If you could verify this as a typo, I'll revise the
application peryour response.

I should be able to finish the review later today, and if everything else is okay, then I'll send up a Draft Permit tothe
Raleigh Regional Office and ask that their new Supervisor, Michael Hall, to review and sign the Permit. I'll email it
out to you & the Town then.
I just don't know Michael's availability, so it may be tomorrow before he can sign it.
If there is anything else I have a question on, I'll either email or call you.

I am reaching out to provide an update on one of the projects you had directed we could submit for an extension permit
for the Town of Princeton. Thank you again for all of the assistance during the moratorium discussion.
The emergency sewer extension to connect the three homes with failing septic tanks is designed, and I have assembled
the FTSE permit application. Are you still willing to review directly? I wanted to check since this was several months ago,
but if so it is ready to go upon your confirmation.

Ethan,
After discussing with John Hennessy, we are willing to accept or swap the flow of these four lots for the new proposed
flow from the church expansion project. We will need an official signed letter from either Michael or the mayor stating
that the Town is proposing this flow swap and agree not to develop these specific four lots (include the PIN numbers
and/or addresses within the letter) in a way that would require sewer hook up to the collection system until the
moratorium is lifted. This letter can be sent along with the FTSE application and fee for the church project line, or you
could go ahead and email it to me once it has been written.
We are now good with accepting both proposed sewer extension applications and can receive them as soon as they are
ready. Please submit them to my attention here in the Washington Regional Office (address below) instead of sending
them to the Raleigh Regional Office as I will be processing them to help expedite the review and issuance.
Please note that as of October 3, 2023 with the passing of the State's budget & the NC Appropriations Act, House Bill
259, a lot of the application fees across the Department have increased. The Fast Track Sewer Extension application has
increased from $480 up to $600 made payable to NC Department of Environmental Quality, or NCDEQ.
Please let me know when you may be able to submit one or both applications and/or if there are any additional
questions.

Scott,
I have put together a couple of figures for you to review, showing the parcels in question. The Town owns these parcels,
and as you can see in the figures below, each either fronts a road with gravity sewer or the gravity sewer is actually
located on the property. The Town does not intend to construct any uses on these parcels that would require sewer
service, so they would be happy to swap these parcels for additional flow for the church. Would it be possible to
proceed with the church extension given these parcels along with the reduction in I/I? If you need further information,

just let me know. We are doing what we canto explore all avenues and work with DEQ directly to address the proposed
extensions while under moratorium. Additional information to the Pin's shown is located in the original email for this
chain.

Ethan,
Princeton has the go-ahead to submit the extension application for the three homes that have failing septic systems due
to the I&I work that has been done and the existing lower average annual flow.
I believe these existing lots that the Town owns may help with the Church's extension permit, but in order to "Swap"
flows, these lots would need to have flow already allocated towards them. Were they plotted prior to the moratorium
and is there an existing line or permitted sewer line that runs down the road in front of these lots?
If there is not an existing line or permitted line that these lots could tie into if built, it would likely be considered that
these lots do not have the allocated Flow needed to swap for the church project. If you can get me this information I
will run it by our Centra Office for discussion.
Michael King has also shared with me that Princeton is or may be considering going into an agreement with Johnston
County to take on some of their Flow. If so, that may be an avenue for discussion with CO as well, but the agreement
may have to be signed and possibly the connection made prior to lifting the moratorium. It's not a definite yes to lifting
the moratorium because it's not specifically called out in the rules as a resolution, but it may be possible through the
Director's ability if enough work to finalize this project is done to give confidence and assurances that flow would no
longer be an issue. Again, this is done on a case by case basis.

I received this information from Princeton regarding additional potential properties that are located within the Town's
sewer service area. What additional information might be needed in order to consider these for a swap of flows? The
negotiation for the other parcels is still ongoing and may continue for another month or two, and I don't want to slow
down the church project more than necessary since the church is in construction for its upgrades.
