Following our recent release of the Final Environmental Assessment for a cyanobacteria treatment in
Lake Mattamuskeet, we were contacted by the NC Chapter of the Sierra Club who expressed
concerns about the portrayal of the number of comments received from the public. The Final EA
accurately reflected the comments received during the public commenting period (Sept 15-Oct 30),
however, there were additional comments received outside of that period that were not reported in
the EA. The Sierra Club had collected comments that were not effectively delivered, possibly due to
a technical issue. When they learned of this in December, they emailed a spreadsheet containing a
little over 2,000 names that included 647 personal comments. Unfortunately, the comments
collected by the Sierra Club could not be included since they were received outside of the outlined
comment period. However, we did review the spreadsheet of comments and, in general, the
comments and concerns voiced were also expressed by others and were addressed in summary in
the Service's Response to Comments appendix in the Final EA. While our evaluation of public
comments focuses on the content of the comments and not on the numbers of comments received,
we wanted NCDWR to also have a complete picture of the public involvement process for this
project.
