On behalf of Phillip and Jamie Lanzi, I would like to request a modification to USACE NWP 29 SAW-2021-
01018 for development at 6600 Carmel Trail in Wilmington, New Hanover County. Please find a narrative
and figures attached. In order to stabilize uplands and bring the area to grade to ensure proper drainage,
additional impacts are requested. Please refer to the below photos for perspective.

DCM MP-1 Section 6.0 Additional Information
Section 6. a. Project Narrative
Project Location and Existing Conditions
The project is located on Howe Creek at 6600 Carmel Trail in Wilmington, New Hanover County.
Waters in the project area are classified as SA, ORW and are not open to shellfishing. The project
area is located in a Primary Nursery Area. The site is currently developed with a residential home
and vegetated with typical native shrubs, trees, and typical section 404 and coastal wetland
species.
Section 404 wetlands and coastal wetlands were delineated by DRG staff and surveyed. Section
404 wetland lines have been approved by USACE. Coastal wetland lines were delineated by DRG
staff and approved by DCM staff on 5/24/21 and subsequent site visits. The elevation of the tract
ranges from 0 ft to the +20 ft NHW. There is currently an existing outfall that directs runoff from
the Providence subdivision to the 404 wetlands onsite. There is an existing CAMA Major Permit
121-21 issued in September 2021 and USACE NWP 29 SAW-2021-01018 issued in August 2021
which authorized initial upland development and wetland fill. DCM General Permit 85735 was
issued in April 2022 and authorized construction of a fixed access pier with platform. A major
modification to CAMA Major Permit 121-21 was issued in April 2023 for additional land
disturbance.
Proposed Action
In order to stabilize uplands, secure the driveway and house foundation, and modify the existing
grade for proper stormwater drainage, an additional modification to USACE NWP 29 SAW-2021-
01018 is requested.
The previously permitted retention wall is proposed to be relocated as shown in the attached
figures. Since the elevation of the top of the drainage grates associated with the drainage pipe
extension is above the existing grade, some minor grading and fill is needed to ensure proper
drainage and function.
The permitted permanent wetland impacts are 3,341 square feet. The total permitted temporary
wetland impact is reduced to 2,007 square feet. There is a non -compliant disturbance area of
127 square feet. The permitted temporary impact converted to proposed permanent wetland
impact is 278 square feet. An additional permanent wetland impact of 150 square feet is
proposed. The total square footage of permanent wetland impacts is now 3,896 which equals
0.089 acres. There are no additional impervious surfaces (sidewalks, porches, rock gardens, etc.)
proposed within the permitted temporary impact or undisturbed wetland areas. Additionally,
there are no landscaping activities (grass turf, sod, etc.) proposed within the permitted
temporary impact or undisturbed wetland areas.
There are no other changes proposed to the original major permit or 2022 major modification.
