Inspection Summary:
Inspection was conducted on 04/03/2024. Met with Mary Moscato, Airport Development Director,Plymouth Municipal Airport
— PMZ, Washington County, NC (P:[phone], [e-mail]).
Following were the issues observed and discussed at this site:
1. This facility does not have a SWPPP.
2. Analytical and Qualitative monitoring has not been conducted at this site.
3. General housekeeping issues observed. Storage tanks observed without any MSDS or stenciling of stored fuel/chemical.
See pictures.
4. The slopes of ditches/swales discharging to the Deep Bottom creek> Roanoke river were not stable and
erosion/sedimentation along the slopes were observed leading to stagnant water at many pockets along the stormwater
ditches.
5. This airport site has a tenant that is storing fuel in a tank that is housed inside a trailer which is a non-standard practice.
The fumes from this fuel tank are accumulating inside the trailer and this may be a potential safety concern for this facility
and its personnel, as observed during inpection.
Following are the corresponding recommendations for the above cited issues at this site:
1. SWPPP plan to be created for covering all the existing and expansion activities at this airport Going forward SWPPP to
be reviewed and updated annually.
2. Periodic qualitative and analytical monitoring of stormwater samples to be conducted as required by the NCG15 permit
conditions. Analytical monitoring reports need to be submitted to NCDEQ-DEMLR via either eDMR or paper DMR.
3. General housekeeping to be improved. MSDS display and stenciling for all equipment and tanks to be carried out at the
site including for tenants. All fuel/chemical tanks to be checked fo secondary containment.
4. The facility needs to remove excess sediment deposits, repair and maintain stormwater ditch slopes (around 1:3 to 1:5)
by planting grass/vegetation as needed to hold the soil.
5. The airport management is advised to review the above cited fuel storage safety situation and carry out subsequent site
modifications.
