Blackbird Wetland Mitigation Certificate - Rolesville Crossing

MITIGATION CREDIT TRANSFER CERTIFICATE

NEU-CON WETLAND AND STREAM UMBRELLA BANK

TO: NORTH CAROLINA INTERAGENCY REVIEW TEAM

The undersigned, EBX-Neuse I, LLC the Sponsor of the Neu-Con Wetland and Stream Umbrella
Mitigation Bank (Blackbird Site, the “Bank”), hereby certifies the following:

1. Lennar Corporation – Raleigh Division, Eric Blocher has deposited monies with
the Sponsor sufficient to acquire 0.526 Wetland Mitigation Credits from the Bank
for use on its Rolesville Crossing project (Action ID SAW-2019-01457), in Wake
County, NC, in HUC 03020201 of the Neuse River Watershed.

2. The Rolesville Crossing project requires a total of 0.81 Wetland Mitigation Credits
as mitigation. Of this amount 0.526 Wetland Mitigation Credits are being provided
by the Blackbird Site and 0.284 credits are being provided by the Meadow Spring
Site.

3. The Sponsor has deducted 0.526 Wetland Mitigation Credits from the Bank’s credit
ledger for HUC 03020201 of the Neuse River Watershed.

A copy of the Bank’s Credit ledger reflecting the above transaction is attached to this Certificate.
