NARRATIVE DESCRIPTION PERMIT HISTORY OF MAJOR PERMIT 24-08 (refer to Parent File PA-1034 for more detailed information): Field Investigation Report: East Carolina University DCM Minor Modification Paged • Major Permit (MP) 24-08 was originally issued to Skyco Development Company, LLC on 02/12/2008 for upland development that included a 46-lot subdivision and associated infrastructure, excavation, shoreline stabilization, and an upland marina. • MP was transferred 02/08/10 to East Carolina University (ECU). • MP 24-08 received major modification on 06/29/2010 authorizing the construction of 6 slips, a kayak launch platform, and a boat ramp in a smaller proposed canal system -->in lieu of the permitted subdivision and slips on the larger permitted canal system. • Letter of Refinement issued 01/03/2012 for changes to the dock, walkway, and finger piers. • Minor modification 07/17/2014 that included a pier, boardwalk, and walkway. • Major modification issued 05/17/2016 for a pedestrian and bicycle pathway, which connected to the NC Department of Transportation pathway at the Roanoke Island Visitor Information Center and Rest Area. • Minor modification issued 02/04/2017 for a re -alignment of the pedestrian/bicycle pathway proj ect. • Minor modification issued 09/19/2017 for a research platform. • Major modification issued 02/07/2018 for 1000 linear feet (lft) of offshore sills, in 100-foot segments, 20' wide, with 10-foot spacing between adjacent segements. • MP renewed on 12/09/2021 with an expiration of 12/31/2026. • Minor modification issued 03/29/22 for a 2'5" walkway with mesh wire surface elevated above CW and a temporary access bridge across a small tributary/ditch. • Minor modification issued 06/30/22 for addition of 2 concrete paved areas, under and adjacent section(s) of the existing building for outdoor classroom space. • Letter of Refinement 10/27/22 for the addition of 2 corners expanded to a width of 5'9" on the authorized walkway over wetlands to aid in turning around carts used to transport research equipment. * Minor modification issued on 06/19/2023 for access walkway addition connecting to existing walkway above CW. 9. PROJECT DESCRIPTION: East Carolina University/Coastal Studies Institute has installed approximately 400 lft of the permitted 10001ft offshore sills at a permitted height of 0.5' above NWL. Due to frequent high water and wind activity, the applicant is requesting to increase the height of the permitted sills by F, thereby making the final height a maximum of 1.5' above NWL. This modification request to the height will result in 0 additional square feet of new fill below NWL. 10. ANTICIPATED IMPACTS: There will be no additional impacts to the Estuarine Waters/Public Trust AECs with the height addition. CSI has installed 400 ft of the permitted 1000 ft of offshore sill. The remaining 600 ft of sill sections have not been installed due to a lack of funding. The remaining work is intended to occur this year. Based on monitoring of the sills that are in place, this is a modification request to increase the height of the permitted sills by one -foot. This will not result in any new fill (rock or other) below NWL. The permitted height under permit 24-08 is 0.5 ft above NWL. This modification is a request to increase height to a maximum of 1.5 ft above NWL. This is necessary to further dampen erosional wave forces and impacts to the existing salt marsh system. During frequent higher than normal wind -tides, the existing sill sections are completely submerged and waves forces are not adequately reduced to protect the marsh system. Buildings/Facilities/Units/Structures: Existing University Facility Research Laboratory Use & Daily Operations: The offshore sill system is intended to dampen highly erosive wave impacts to the marsh. This is a coastal resiliency step to protect our important shallow water habitat areas and supporting marsh systems from storms and sea level rise. This is also intended to provide oyster habitat and may provide SAV habitat by creating a quiescent zone on the lee side of the sills where only minimal SAV is present at this time. Construction Methodology & Equipment: Hopper barge for rock and work barge with excavator. All work will be done from water (same method as the first 400 ft that was installed) to avoid any coastal marsh impacts. Development Activities Narrative Specifics: As described above, this minor modification request is only to increase the vertical height of the permitted sill sections by one -foot. This is not a request to expand the bottom footprint impacts or the total length of sills. Application Narrative: As previously indicated, there has been 1,000 ft of offshore rock sill permitted at CSI on Roanoke Island, North Carolina (permitted with a Major Modification to CAMA Major 24-08). Only 400 ft off sill has been installed to date due to funding limitations. This is a hybrid living shoreline project (in the sense that rock is being used) to protect a broad expanse of salt marsh that has suffered from extensive erosion due to wind generated wave activity (especially from storm events). The permitted height of the sill sections is 0.5 ft above NWL. Based on frequent high water levels coupled with powerful wind generated wave activity, this modification request is to expand the height of the permitted sills by 1 ft (to a maximum of 1.5 ft above NWL). A maximum of 1.5 ft above NWL has been the target height for several other offshore sills in this region due the fluctuating water levels we experience based on wind direction, speed and frequency. The permitted bottom footprint (20 ft) is adequate for this height. This will not result in any new fill (rock or other) below NWL. The existing sill sections that have been installed are only 15 ft on average at this time. All construction will be from water with the use of barges by qualified licensed marine contractors and not crossing of wetlands is necessary.
