HomeMy WebLinkAbout20150225 Ver 1_Complaint Highway 294 Improvements 3_2016012701/27/2016 NC Hwy 294 — Cherokee County Site inspection On January 27, 2016, I performed a site visit, along with Trent Anderson (NCDOT) in response to the complaint received from Ms. Doris Stringer and Ms. Sharon L. Rhoton. The following observations were made: The culvert under Upper Bear Paw Rd is indeed perched (approx. 18 inches). Observing the asphalt road way, the condition of the culvert, and having background knowledge of the area, this culvert was installed in excess of 15 years ago. The stream reach (in excess of 100 linear feet, is devoid of best management practices (such as vegetated buffers) and exibits lateral stability issues. DOT has agr�ed to remove this material at the end of construction via manual labor (bucket anti shovel) down to the natural stream bed. J ' � � ��� �"` ~- . w-:.�:= � '��t; .._ . s��F� C;' .' t. � y' The stream immediately above the complainant's driveway culvert had a very small amount of gravel in the channel. This amount does not reduce the cross-sectional width of the channel and is not restricting flow in any measurable matter. Immediately below the complainant's driveway culvert, there was observed bank instability and the formation of a mid-channel bar of mixed material (gravel and sediments). It was documented that in excess of 15 inches of rain fell within a weeks time. This resultPd in a significant "out ef bank" event above #he road work occurring, as well as the compiainants documented experiences. It was not observed that any of the DOT's actions taken changed the hydrology of the event experienced DOT did have Hydraulic Engineers frorn Raleigh look at this situation durong the month of January w9th no recommended changes to the project. The DOT has agreed that as soon as the construction is completed at this site (approx 30 days out), that all remedial actions will be taken and a follow up inspection by DOT and DWR will occur at that time KHB
