He then proceeded to go through the 4C permit drawings site by site. Gen eral Com m en ts: • NA Sh eet 5: • Site 1— This site appears on both sheet 5 and 6 and is located downstream of the 3@8'x9' RCBC extension. It was discussed relative to the 2'lateral base ditch that flows north along —RPA- over the proposed floodplain bench. It was suggested that the ditch be modified to have a flatter slope as it enters the proposed floodplain bench and flat section of ditch be armored with riprap instead of PSRM to minimize velocities. In addition it was suggested that Detail 22 and 23 be modified to show a blend of class I and II riprap in the proposed floodplain bench instead of core fiber matting. • Site 1- Impacts associated with this site were discussed and determined that they would remain as shown on the summary sheet. Steve noted that he may revisit this site and determine if bank stabilization would be more applicable than channel improvements. It was also noted that 1:1 mitigation for this site was likely — Steve verified this information by email on 1/OS/2016. • Site 1- It was noted that Structures Design unit is evaluating this triple RCBC extension length. Structures also noted that there may need to be 5' of extension before the culvert can be skewed. It was noted that hopefully the culvert length would not change as the Culvert Survey Reports have been sealed and a CLOMR had been completed. • Site 2 — No Comments • Site 3— It was recommended to add Temporary Construction Easement (TCE) on both sides (north and south) of this site to cover the temporary stream impacts in surface waters shown and quantified on the plans. I-5000 4C Meeting Minutes • Site 4 — No Comments Sh eet 6: • Site 1— See above notes from Sheet 5. • Site 5- It was noted to extend limits of temporary stream impacts to surface waters to the limit of the existing TDE (south of proposed 3@8'x10'RCBC). • Site 5— It was noted on the summary sheet to modify the channel improvement designation to bank stabilization. No mitigation required for this impact. • It was noted that the utility access road that parallels —RPD- should have the note modified to include geotextile fabric under the proposed class A riprap instead of PSRM. Sh eet 8: • Site 6— It was noted on the summary sheet to modify the channel improvement designation to bank stabilization. No mitigation required for this impact. Sh eet 9: • Site 7 - No comments. • Site 8 — No comments • Site 9 — No comments • There was a question concerning the need for any easements to construct/maintain the proposed outfall ditches that are contained in Site 7, 8, and 9. NCDOT hydraulics unit staff was going to coordinate with NCDOT roadway staff (Brian Key) to discuss this question along with any other updates on the plans. Kimely-Horn received email co�respondence and microstation files on 12/17/15 from NCDOT that confirmed all the sites on PSH 9, (site 7, 8,9) are all in PDE's.
