During the pre -review process, the Division noted that the following items were missing from the submitted application package: On April 2, 2024, the Division received a major modification and renewal application for Permit No. WQ0001489 via the Non -Discharge online portal. To date, the Division has not received the major modification fee of $528. Please note that effective October 3, 2023, the major modification application fee for a major Land Application of Class B Residuals program (i.e., greater than 300 acres) is $528. Please submit the appropriate application fee in the amount of $528 made payable to the North Carolina Department of Environmental Quality to my attention at: 1617 Mail Service Center, Raleigh, NC 27699-1617. Accordingly, the Division is returning your permit major modification and renewal request as incomplete pursuant to 15A NCAC 02T .0107(b). The success of the Non -Discharge Branch's permitting process depends upon the receipt of complete and accurate applications and supporting documentation. Please amend the application package to include omitted items noted above and resubmit with the appropriate permit processing fee. When resubmitting, please submit the application electronically as a single PDF via the Non -Discharge online portal. Please be advised that construction and/or operation of the subject facilities without a valid permit is a violation of G.S. 143-215.1, and may subject you to appropriate enforcement actions pursuant to G.S. 143-215.6A.9 613., and 6C. The Division may assess civil penalties of up to $25,000 per day per violation for failure to secure a valid permit.
