Dear Mr. Akins:
This correspondence is with reference to the request you submitted on behalf of Greenville Sound Gardens
Yacht Club to modify State Permit No. 119-23, State Permit No.119-23 was issued on October 23, 2023 for
the replacement of a residential marina docking facility and breakwater. The permit is due to expire on
October 23, 2028.
The current request for modification would include moving the location of the approximately 62' long
southern breakwater from under the existing pier to the southern side of the pier and the reduction of the
approximately 55' long northern breakwater by 10' in length. The proposal states that a minimum of a 5'
gap would be left between the southeast and northeast corners to remain consistent with the overlap
authorized via State Permit 119-23. Correspondence with the adjacent riparian property owner to the south
is included indicating they have no objection to the proposal (see attached).
Upon review of the information provided, the Division of Coastal Management has determined that the
proposed action continues to be consistent with existing State rules and regulations and is in keeping with
the original purpose and intent of the permit. I hereby submit this Letter of Refinement authorizing the
modification of State Permit No. #119-23, as described in your request dated received by DCM February 14,
2024 and proposal drawing dated received by DCM February 14, 2024 and February 20, 2024. By copy of
this letter we are notifying the US Army Corps of Engineers, Division of Marina Fisheries and the Division of
Water Resources of our action. Please note this refinement does not alleviate the need to obtain any other
local, state or federal permits.

See attached drawing. I also spoke with Patrick Riley the Ramp Association President (copied) and he is
fine with it and will respond to this email so it is in writing that they have no objections as there is a
chance that 1 or 2 sheets could potentially crossover the line right at the SE corner of the pier. I also
attached an aerial view that you already have since it's part of our permit, but you and I both know Ariel.
