I am responding to the Notice of Violation addressed to me and dated September 26, 2023. My
response is as a member and treasurer of the Point Emerald Villas Association, Inc. Board of
Directors. Future communications should also be addressed to Crystal Walters at Crystal Coast
Management Consultants (CCMC) also at P.O. Box 4455, Emerald Isle, NC 28594-4455.
The Point Emerald Villas Association, Inc. Board of Directors, and our professional
management firm, CCMC take meeting our obligations as permittees and protecting the
environment very seriously. We are taking or will take the following actions to correct the
deficiencies identified during the recent inspection:
• We have engaged John Wade. P.E. of Arendell Engineers (Morehead City) to evaluate the
condition of the treatment plant including the areas identified during the recent inspection. He
will identify needed repairs, materials, and methods.
• It is our intention to complete needed repairs during the coming off-season low flow period.
• The Board and CCMC will increase oversight of Fortin Water and Sewer Contract Services to
assure our contract operator is performing the required operating and maintenance tasks as
specified in their contract.
We do request clarification of the issue of telemetry for the lift station. The Notice of Violation
refers to telemetry as a recommendation, but it also refers to a portion of the North Carolina
code that seems to require telemetry. Please confirm that telemetry is required. Also, a
confirmation of receipt of this letter is requested.
