Attached is an application for a Fast Track Sewer Extension Permit WithersRavenel is submitting on behalf
of the City of Durham, NC.
The Sweetbrier Pump Station and Force Main project is generally located near the intersection of Olive
Branch Road and Martin Creek. See the attached maps in the submittal package for project location.
The project includes the construction of a submersible sewage pump station and 16-inch force main along
with some onsite and offsite gravity sewer that is being permitted through the City of Durham. The pump
station will serve future development within the sewer basin.
The 401 Water Quality Certification and Section 404 verification(USACE Action ID. No SAW-2018-01873)
have been obtained.
A permit is requested for the following:

Doug,as Elaine is out and I wanted to make sure the State would still look at approving our FTA I am forwarding our email
exchange to you. Elaine had asked some follow up questions. Everything had been addressed to her satisfaction except
the one question about a Final Certification for the Southeast Regional Lift Station,WQ0040459. I have answered that question
below. We were wondering if the State could approve our FTA? I'm concerned because Elaine asked that we provide the
information before May 9 and her automatic reply states that she will be out of the office through 05/10.

After reviewing the Fast Track Sewer System Extension Application for the Sweetbrier Pump Station and Force Main project,
additional information is required in order to further process the application. Please provide the following information by May 9.
ZQ2A and note that the requested information must be submitted within 30 days of this request,or the applicant will be required
to submit a new application and application fee in accordance with 15A NCAC 02T.0107.
1. Is this an ARPA funded project?If so,please include the DWI assigned ARPA project number in your response.

2. According to Section VI.8.,this is a zero flow project. Please provide the following information,which can be included in the
narrative.
Pump stations are typically designed to accept flow from the entire sewer basin,which includes flow that won't be
allocated until well into the future. Much of this flow is"anticipated"and not necessarily known at the time of pump
station design and values used for these future flows is based on several factors including the City of Durham land use
plan. For these reasons,flow has traditionally been allocated with the development and not the pump station itself.
Furthermore,the City of Durham is delegated to approve gravity sewer extensions but not pump stations and force mains.
For this reason,the pump station and force main are permitted separately by the State.—04/22/24 response provided
a. Detailed written justification for a dry line extension as to why the infrastructure cannot wait to be built until closer to
when it's actually needed or until closer to when the future flow will be permitted.
Design of a subdivision that constitutes much of the sewer basin is underway. It is anticipated that there will be flow to the
pump station within weeks of completion of construction of the pump station.—04/22/24 response provided
b. Information regarding when the extension/permit mod to incorporate flow is expected to be made,including what
the expected design flow will be so we can verify that it is sized correctly.

The City of Durham is delegated to approve sewer connections to the City's wastewater collection system. A plug will be
installed until such time as sewer is permitted and ready to discharge to the pump station.—04/22/24 response provided,

d. A digital copy of the design plans showing the dry line and its relationship to any other sewers,as well as any
valves/plugs per the comment above.

3. According to Section VIII.5.of the FTA,the proposed force main(FM)16-inches,however according to Section V.2.,the
downstream sewer connection is 12-inches. Please provide details indicating how the downstream sewer will be able to
handle the increased flow due to the difference in pipe diameter.
The 12"gravity sewer has a minimum"as designed"slope of 1.90%,which has a full discharge capacity of 2,204 gpm,well
above the 1,624 gpm pumped flow.—04/22/24 response provided,flow calculation added to application
4. According to Section IX.S.,401/404 authorization is not needed for this project.However,404 Permit number SAW-2018-
01873 was provided in the narrative. Please provide the 401 DWR No.associated with this project.
a. Additionally,please update Section IX.S.to indicate that 401/404 authorization is needed for this project.

5. According to the FTSE for North Durham WRF,the Southeast Regional Lift Station,WQ0040459,is located between the
project and the WWTP. A partial Engineer's Certification(EC)was submitted on 03/30/2022,but the Division does not have
the final EC on file. Has this project been completed and certified? If so,please submit the final EC documentation so that
DWR can update these records.
City of Durham will provide a comment.—As of 04/29/24,still need final EC
6. The topographical and aerial maps submitted are not sufficient. According to Section F of the Application Instructions,an
8.5-inch x 11-inch color copy of a USGS Topographic Map and an aerial map should be included with the application. The
maps need to clearly identify the project area,including the closest surface waters,general location of the gravity sewer,
pumpstations,and force mains,and the downstream connection points for the receiving sewer. Please provide the required
maps according to the application requirements.

15A NCAC 02T.0107 Staff Review and Permit Preparation states:
• "(2)(e)If an application is accepted and later found to be incomplete,the applicant shall be advised how the application or
accompanying supporting information may be modified to make it complete.The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days,the project will be returned as incomplete.Any
resubmittal of a returned application shall be accompanied with a new application fee."
