I've attached a PDF and bubbled in the area in question. If you notice on the PDF, there is an existing ditchline with significant contours showing the cut that you pointed out. This is the pre-existing ditchline that was already there in the field. DOT "shifted" the upper end of the ditch (as per the usual case) and lined it with rip rap (which truly is more like toe protection) stopping short of the existing contours. This is not a head cut that has formed, nor is it the result of the work that DOT did above it. The rock that is within the ditch was also pre-existing (you can tell based upon the size and apparent age — i.e. it's larger and not as fresh as the Class A above it). The bottom end of the ditch is stable and continuing to function as it did prior to the bridge replacement. At this time, DOT is not proposing to change any of the field conditions as this was an area purposely left out of the impact calculations because DOT had no intentions (or need) to mess with it. Bridge maintenance can monitor this and should this become an area of concern, they will notify Paul and the DEO's office (per the SOP). I have also included a few pictures that I took today. Attached are the plans for the permit application. The work was complete, but we do not have a completion form in house. A headcut and erosion channel has developed in Zone 1 of the buffer (see highlighted area below) and rip rap is strewn all throughout. It's not clear if the channel was preexisting or the result of the ditch work parallel to the road. When you get the chance, please review the plans and let me know what was intended in this area and if DOT can repair the damage. Thanks.
