BASIC INFO FOR EXPEDITED PERMIT RENEWAL Does permit need Daily Max NH3 limits? Already present in permit Does permit need TRC limits/footnote? Already present in permit Does permit have toxicity testing? No Does permit have any Special Conditions? Yes, nutrient reopener for High Rock Lake Does permit have instream monitoring? Yes, Upstream and Downstream for temperature and DO New expiration date: May 31, 2029 Facility Summary Quail Run MHP Pads LLC operates a minor (flow < 1 MGD) wastewater facility to serves a Mobile Home Park of about 100 residents. Quail Run Mobile Home Park's WWTP treats 100% domestic wastewater and has a design capacity and permitted flow of 0.017 MGD. The WWTP was originally permitted in 1987. This facility utilizes the following treatment components: • Two 3,200-gallon septic tanks • 4,000-gallon septic tank • Two 4,500-gallon septic tanks • 8,400-gallon recirculating dosing tank • 4,250 ftz recirculating surface sand filter • Tablet chlorinator • 350-gallon chlorine contact tank • De -chlorination contact tank* *observed by WSRO staff at recent inspection but not listed on previous component list. Fact Sheet for Permit Renewal April 2024 - NPDES Permit NCO070033 - Page 1 Renewal Summary This renewal contains the following changes: • Updated Section A. (3.) to reflect current federal requirements for Electronic Reporting of Discharge Monitoring Reports. • Updated outfall map • Updated winter ammonia limits per NCAC 2B .0404(c) — Winter limits can be no less stringent than 2 times the summer limits. New winter ammonia limits will go into effect January 1, 2029. Compliance History Looking through the past 5 years (since 2019), this facility has received 8 NOVs and 3 NODs. 5 out of the 8 NOVs were due to an exceedance of Fecal Coliform. The most recent inspection (performed June 2023) found that the facility was taking upstream samples in an UT, instead of the permitted 100ft upstream of the outfall. There were also observations of ponding in the sand filter; as well as discrepancies in the 5 septic tank locations, and use of the chlorination and dechlorination systems.
