Per our discussions, we have incorporated all additional sanitary sewer collection system assets including those that are isolated system and separate from the Town of Badin. These collection system assets were given or taken over by the County at some point without formal notification to NCDEQ or constructed and approved by NCDEQ but not assigned to an existing permitted sewer collection system. The purpose of the revision is to bring all sewer collection system assets under the Greater Badin Sewer Collection Permit WQC00171 so that they can be accounted for and included as part of NCDEQ monitoring and annual inspection. Failure to submit all required items will necessitate additional processing and review time. For more information, visit the System -wide Collection System Permitting website: General — When submitting an application to the Municipal Permitting Unit, please use the following instructions as a checklist in order to ensure all required items are submitted. Adherence to these instructions and checking the provided boxes will help produce a quicker review time and reduce the amount of requested additional information. The Applicant shall submit one original and one copy of the application and supporting documentation. The copy may be submitted in digital format. A. Cover Letter ® Submit a cover letter listing all items and attachments included in the permit application package B. No Application Fee Required ➢ No application fee is necessary. This consolidation, recommended by NCDEQ, aims to streamline operations for annual inspections, reporting, and notification of sanitary sewer overflow N violations. The revision does not impact budgeting or fund balances. To proceed with this consolidation, the Stanly County Board of Commissioners must grant the County Manager delegated signatory approval for the application processing. Attached is the delegated signatory approval form for review and approval as part of the revised Wastewater Collection System ADDlication. Secondary pumps, fixed, on -site generator and portable generators, pump parts, fittings, pipe materials and even contractors for emergency consultation and assistance has been established for use in the event of an emergency or failure of primary parts of the system. If one of the pumps in a pump station containing multiple pumps fails, the process of repairing or replacing the pump shall be initiated immediately and the new parts or pump shall be installed as soon as possible. If the pump in a simplex pump station fails it shall be replaced immediately. Routine maintenance will identify repairs needs within the system components.The appropriate repair for any given problem is dependent upon the nature of the problem and cannot be prescribed in this plan. However a priority hierarchy has been established to structure what and when repairs are to be accomplished. The hierarchy is based upon identifying and repairing critical components first. Critical components are parts of the collection system which if failure occurs will result in system failure and sewer overflow. Such items may include failure of a pump, failure of a backup generator to start, or obstruction in the sewer line. Other problems identified by maintenance activities will be less acute and can be repaired on a lower priority basis. This may include loose or missing manhole bricks, broken manhole covers, lift station lighting, etc. When normal maintenance activities identify the need for component repairs or when problems are brought to the attention of the system by customers or others, the problem and corresponding repair will be assigned a priority ranking based on the following hierarchy. The response time is a requirement for the system to complete. Not meeting the required response time will be considered a failure on the part of the system to meet the requirements of this plan. The McCoy Regional Pump Station that discharges to the West Stanly WWTP has had some compliance due to excessive inflow and infiltration primary coming from the Town of Oakboro's Collection System and aging of the facility. Stanly County is currently under design to expand the West Stanly WWTP and McCoy Regional Pump Station to 2.5 MGD capacity. We have met regularly with the with Town of Oakboro to discuss the inflow and infiltration entering into the McCoy Pump Station and the West Stanly WWTP from their collection system and have put measure in place both temporary and permanent to better operate their sanitary sewer overflow lagoon and we have seen better operations for most rain events. We have also have finally installed a replacement bar screen at the McCoy that was put in place last week and appears to be functioning as it should to remove solids from the wastewater discharge. In our conversation with Oakboro it there beliefs which is supported by mass flow balance equations that a significant amount of inflow and infiltration is coming from a 15-inch section of outfall from the sanitary sewer overflow lagoon and the McCoy Pump Station. Oakboro has contracted with Chambers Engineering and utilizing their ARPA funding to replace this section of VCP sewer main. It is our hopes that this will reduce a majority of the tremendous flows we receive during 2-inch to 3-inch or more rain events. The upgraded McCoy Pump Station and West Stanly WWTP has been design with a 3 million gallon equalization tank to help buffer incoming flows from Oakboro, Locust and Stanfield. The hydraulic loading will be 6.85 MGD so we are increasing our ability to handle inflow and infiltration on multiple fronts. The Town of Badin WWTP has had compliance issues related to inflow and infiltration issues in the collection system. The County received a $187,000 NCDEQ Grant to evaluate the collection system via smoke testing, camera work and general visual inspections. The grant also provided for GPS locating and GIS Mapping improvements so that we can begin to quantify the remaining VCP pipe and brick manholes in the system. The work is ongoing and we have already uncovered numerous point repair leaks that our crews have been assigned to fix. The system received and treated 115 million gallons of domestic, commercial and industrial wastewater from approximately 701 wastewater customers in the year 2023. This amounts to an average of 315,167 gallons of wastewater per day. Wastewater is collected in an 11 mile system of sewer pipes and is transferred to the Greater Badin Wastewater Treatment Plant by gravity flow and pumped from two lift stations throughout the district. The West Stanly Wastewater Treatment Plant was purchased from the Town of Oakboro in May 2014. The system received and treated 226 million gallons of wastewater in 2023 from the collections system within Oakboro, Locust, Stanfield and Stanly County for an average of 621,252 gallons of wastewater per day. Once wastewater arrives at the treatment plants it is monitored, tested, treated and released back into the environment in a very clean state. Both plants are operated by well -trained, state certified operators who ensure the proper functioning of the facility, maintenance, and quality of the wastewater. Stanly County purchased the sewer col- lection system from the Town of Richfield in 2020. SCU collections system now consists of approximately 68 miles of collection mains that includes service to the northern part of Stanly County; the County Airport region, the Town of Red Cross, the communities of Palestine, Millingport, Ridgecrest, Misenheimer and Aquadale. Wastewater collections from these areas flows into treatment plants operated by Albemarle and Norwood. Combined they reported receiving 92.6 mil- lion gallons of wastewater with an overall average of 253,602 gallons of wastewater per day in 2023. The 3rd event, experienced equipment failure. A sewer overflow or spill is indicated when un- treated or partially treated wastewater is re- leased from a pipe break or a manhole overflow. Overflows can result from pipes clogged with grease, tree roots, debris, damaged pipes or excessive inflow and infiltration (I&I) of other water into the collection pipes. Wastewater spills can be harmful to the environ- ment due to the potential for exposure to bacte- ria and other hazards. Each spill site is report- ed to NCDWR, published in local newspaper and the area is cleaned and treated to minimize the risk to the public. The design is underway for a 2.5 mgd expansion project for the West Stanly WWTP facility and McCoy's Creek Lift Station. We anticipate con- struction to begin in 2025 with completion in late 2026. This will include a new force main line connection between McCoy and West Stanly WWTP. There will also be a new effluent force main line to the Rocky River. Badin to mitigate an I&I study for storm water run off. SCU has received $1.2 million NCDEQ grant funding for the rehabilitation of the Richfield Sewer System acquired in 2020. If you would like more information about GBW&SD or SCU, please contact the Stanly County Utilities busi- ness office. How the treatment process works GBW&SD provides wastewater collection and treat- ment services to homes, businesses, schools and oth- ers to ensure and promote public health and sanita- tion in the Badin community. The system received and treated 112.2 million gallons of domestic, commercial and industrial wastewater from approximately 701 wastewater customers in the year 2022. This amounts to an average of 307,309 gallons of wastewater per day. Wastewater is collected in an 11 mile system of sewer pipes and is transferred to the Greater Badin Wastewater Treatment Plant by gravity flow and pumped from two lift stations throughout the district. The West Stanly Wastewater Treatment Plant was purchased from the Town of Oakboro in May 2014. The system received and treated more than 199 million gallons of wastewater in 2022 from the collections system within Oakboro, Locust, Stanfield and Stanly County for an average of 547,147 gallons of wastewater per day. Once wastewater arrives at the treatment plants it is monitored, tested, treated and released back into the environment in a very clean state. Both plants are operated by well -trained, state certified operators who ensure the proper functioning of the facility, maintenance, and quality of the wastewater. Stanly County purchased the sewer col- lection system from the Town of Richfield in 2020. SCU collections system now consists of approximately 46 miles of collection mains that includes service to the northern part of Stanly County; the County Airport region, the Town of Red Cross, the communities of Palestine, Millingport, Ridgecrest, Misenheimer and Aquadale. Wastewater collections from these areas flows into treatment plants operated by Albemarle and Norwood. Combined they reported receiving 89.1 mil- lion gallons of wastewater with an overall average of 243,963 gallons of wastewater per day in 2022. The rated capacity of West Stanly Wastewater Treatment Plant was 755,000 gallons per day up until August 2022 and increased with upgrade to 1.2 mgd per NCDEQ SOC. A flow violation means the plant treated more wastewater than the rated capacity. This happens when heavy rains cause the sys- tem to take on rainwater. The plant can and does pro- vide effective treatment at levels higher than the rated capacity. However, any numbers above the plant rating constitute a flow violation. Overflows can result from pipes clogged with grease, tree roots, debris, damaged pipes or excessive inflow and infiltration (I&I) of other water into the collection pipes. In three of our cases, rain water from heavy storms has entered the wastewater collection system to increase the flow beyond the rated capacity of the treatment plant or the collec- tions system. The McCoy's location, experi- enced equipment failure. Wastewater spills can be harmful to the environ- ment due to the potential for exposure to bacte- ria and other hazards. Each spill site is cleaned and treated to minimize the risk to the public. The Airport Road sewer upgrade, completed July 2018, was designed to alleviate problems with a limited capacity sewer system. In 2020, Stanly County was approved for a $7.2 million in loan funds from NCDEQ-SRF for the completion of the West Stanly WWTP and the McCoy's Creek pump station. The 1.2 mgd up- grade project began construction in September 2020 and project completion achieved in August 2022. Stanly County Utilities received $1.2 million grant funding for the rehabilitation of the Rich- field Sewer System acquired in 2020. The engi- neering and environmental study are currently in process. How the treatment process works GBW&S D provides wastewater collection and treat- ment services to homes, businesses, schools and oth- ers to ensure and promote public health and sanita- tion in the Badin community. The system received and treated 129 million gallons of domestic, commercial and industrial wastewater from approximately 701 wastewater customers in the year 2020. This amounts to an average of 349,644 gallons of wastewater per day. Wastewater is collected in an 11 mile system of sewer pipes and is transferred to the Greater Badin Wastewater Treatment Plant by gravity flow and pumped from two lift stations throughout the district. The West Stanly Wastewater Treatment Plant was purchased from the Town of Oakboro in May 2014. The system received and treated more than 223 million gallons of wastewater in 2021 from the collections system within Oakboro, Locust, Stanfield and Stanly County for an average of 608,143 gallons of wastewater per day. Once wastewater arrives at the treatment plants it is monitored, tested, treated and released back into the environment in a very clean state. Both plants are operated by well -trained, state certified operators who ensure the proper functioning of the facility, maintenance, and quality of the wastewater. Stanly County purchased the sewer col- lection system from the Town of Richfield in 2020. SCU collections system now consists of approximately 46 miles of collection mains that includes service to the northern part of Stanly County; the County Airport region, the Town of Red Cross, the communities of Palestine, Millingport, Ridgecrest, Misenheimer and Aquadale. Wastewater collections from these areas flows into treatment plants operated by Albemarle and Norwood. Combined they reported receiving 94.8 mil- lion gallons of wastewater with an overall average of 259,673 gallons of wastewater per day in 2021. A flow viola- tion means the plant treated more wastewater than the rated capacity. This happens when heavy rains cause the system to take on rainwater. The plant can and does provide effective treatment at levels higher than the rated capacity. However, any numbers above the plant rating constitute a flow violation. In all our cases, rain water from heavy storms has entered the wastewater collection system to increase the flow beyond the rated capacity of the treatment plant or the collections system. Wastewater spills can be harmful to the environ- ment due to the potential for exposure to bacte- ria and other hazards. Each spill site is cleaned and treated to minimize the risk to the public. The Airport Road sewer upgrade, completed July 2018, was designed to alleviate problems with a limited capacity sewer system. In 2020, Stanly County was approved for a $7.2 million in loan funds from NCDEQ-SRF for the completion of the West Stanly WWTP and the McCoy's Creek pump station. The 1.2 Mgal/d upgrade project began construction in Septem- ber 2020 and substantial completion was achieved in February 2022. Stanly County Utilities has received $1.2 million grant funding for the rehabilitation of the Rich- field Sewer System acquired in 2020.
