SUBJECT: Start of Study Memo for WBS No. BP9.R002.1 – Proposed Replacement of
Bridge No. 330261 on Yadkinville Rd over Mill Creek in Forsyth County,
North Carolina.

To Whom it May Concern,

The North Carolina Department of Transportation (NCDOT), Division 9 is beginning the
project development, environmental, and engineering studies for WBS No. BP9.R002.1.
NCDOT proposes replacement of Bridge No. 330261 on Yadkinville Rd over Mill Creek in
Forsyth County. The project is scheduled for right-of-way in the fiscal year 2024 and let in
the fiscal year 2025. NCDOT is preparing a Categorical Exclusion (CE) Type IA
Document. NCDOT has made the preliminary determination that the project will not
proceed through the merger process.

In lieu of holding an in-person scoping meeting, NCDOT is providing the attached project
information and maps. We welcome your input on the proposed project BP9.R002.1, and
we would appreciate any information that may be helpful in evaluating the potential
environmental effects. If applicable, please identity any permits or approvals that may be
required by your organization. Please provide your input by May 15, 2024.
