Good Afternoon,
My name is Siobhan Gordon and on behalf of Faith Jahnke and Wendy Brindle, I am initiating
the start of study for the subject project.
The City of Salisbury in coordination with the North Carolina Department of Transportation
(NCDOT) has begun the project development, environmental and engineering studies for the
proposed Brenner Ave Safety Improvement Project (Rowan County). The project is included
in the NCDOT 2024-2033 State Transportation Improvement Program (STIP) as project HL-
0049 and is scheduled for right-of-way and construction in fiscal year 2025. It will be funded
through the Surface Transportation Block Grant Program (Direct Attributable) and local
funding. A Type I Categorical Exclusion (CE) is anticipated to be prepared in accordance with
the National Environmental Policy Act (NEPA).
Attached for your review are the project vicinity, study area and environmental features maps.
We would appreciate any information that you might have that would be helpful in evaluating
potential environmental impacts of the project, including recommendations of alternatives to
be studied. If applicable, please identify any permits or approvals that may be required by your
agency.
Please respond by May 17, 2024, so that your comments can be used in the scoping of this
project. If you have any questions concerning this project, or would like any additional
information, please contact Faith Jahnke at 919-322-0115 X3214/faith.jahnke@summitde.com
or Wendy Brindle at (704) 638-5201 / wbrin@salisburync.gov and include the STIP HL-0049
in all correspondence and comments.
Sincerely,
Faith Jahnke, PE, Senior Project Manager, Summit Design and Engineering Services
Wendy Brindle, PE, Transportation Director, City of Salisbury
