Tracey and Garcy,
Hope ya'll are enjoying this nice weather. Attached is an application for a NW 14 permit for intersection improvements
on US 17/17 Business in Camden county. This intersection has experienced some traffic movement issues and safety
concerns. The improvements involve filling a small portion of a roadside wetland swale for a turn lane.
I included the PCN, location map, aerial image and permit drawings. Let me know if you all have any questions or need
clarification on the application.
Thanks,
Clay

Subject: Request for a NW 14 Permit and 401 certification for wetland impacts
associated with a turn lane safety project on US 17 in Camden
County. Project # W-5601BL , WBS Element: 50138.1.65
The North Carolina Department of Transportation (NCDOT) requests a NW 14 per•mit
and corresponding 401 certification for authorization to permanently impact 0.009 acres
of 404 wetlands and temporarily impact 0.004 acres of wetlands. These impacts are
associated with a safety improvement project at the intersection of US 17 and US 17
Business near South Mills in Cainden County. The project proposes to add a north bound
right turn line onto US 17 business, make median changes to eliminate the south bound
left turns and U-turn rnovernents. Wetland impacts have been avoided and minimized
during the planning process, resulting ii7 the cunent design, which will permanently
impact 0.009 acres of a roadside swale wetland. The wetland consist primarily of cattails
and undergoes periodic mowing associated with inaintenance along US highway 17. The
right turn lane addition, requires road shoulder widening and a 16 ft. pipe extension, both
encroach into the roadside wetland swale. The installation of the pipe extension will
require some excavation and undercutting in the area of the existing pipe. This process
could result in a temporary impact of 0.004 acres of wetlands, which will be allowed to
revert back to wetlands, following project coinpletion. The proposed wetland impact is
shown on the included permit drawings and wetland impact summary sheet. I have also
included a location map and aerial photograph of the project location.
