Hi Justin,

I received a copy of the application you submitted for Sunset Bluffs at the end of last week and had a chance to look at it
today. I was also copied on the comments that James Lastinger with the Corps provided you.

This email serves to let you know that the Division of Water Resources is also putting this project on hold for a couple of
reasons. First, we can’t proceed with issuing a 401 Water Quality Certification until jurisdictional streams and wetlands
within the project area have been verified by the Corps. Second, we must also understand what constitutes a “single
and complete” project.

If a pre-construction meeting is scheduled, I’ve let James know that I’m interested in participating in that meeting.
