Thank you, Brooke.
While we were on the phone, you asked why you have this second permit in addition to the one in Currituck County. I've
linked both this permit and your Currituck permit below. These links lead to our online searchable public database.
I was able to find the application submitted for this permit. It looks like it was submitted on February 12, 2019, by a
Drew Matthews (dmatthews@soilplus.net, 252-883-9301) and signed for by J. Bryan Smith of Atlantic OBX, Inc. The
cover letter says that it would "allow flexibility on the distribution of residuals". Although the full application is too large
to send, I've downloaded the cover page for you to look at. If you need any other information that might be in the
permit application, just let me know and I can send you a link to an online version of this document too.
Hope this helps sort things out! If you have additional questions, you can contact either Nathaniel Thornburg with our
Central Office or David May and Robert Tankard with the Regional Office, all of whom are cc'ed on this email.

Subject: [OVERDUE ANNUAL FEE] Permit No. WQ0040622 - Atlantic OBX DCAR
Good afternoon,
Division of Water Resources' records indicate that Permit No. WQ0040622 has an overdue annual

compliance monitoring fee. Failure to pay outstanding annual fees shall result in future
Compliance Notices.
Accordingly, please remit payment using ePaments, check, money order, or electronic funds
transfer in the amount of $1,310.00 for the following overdue annual fee. Make any checks
payable to the North Carolina Department of Environmental Quality. Please also double-check

Checks or money orders can be mailed to the following address:

1617 Mail Service Center
Raleigh, NC 27699-1617
• If you paid the overdue annual fee prior to receiving this notice, provide documentation verifying
payment (e.g., receipt, cancelled check, etc).
• If the non -discharge system has not been constructed or if it is no longer active, you may request to
rescind (cancel) the permit. If both Central Office and the Regional Office approve your request, we will
also waive any overdue annual fees. However, if you wish to construct or operate the non -discharge
system in the future, then you must obtain a new permit at that time. Email permit rescission requests
to Non-Discharge.Reports@ncdenr.gov.
If you no longer own the land associated with the subject non -discharge system, please notify us so that
we can contact the new property owners. As noted in your permit, responsibility for the permit does
not transfer with the land, therefore you are still responsible for the permit and annual fees until we re-
issue the permit to the new landowner.
Thank you in advance for your cooperation and response. If you need additional information
regarding this email, please don't hesitate to contact me.
