Funding ® Yes ❑ No Johnston State Minimum Criteria Checklist ® State ❑ Federal Permit USACE Type: Project Description: Replace Bridge 70 on US 301 (S. Brightleaf Blvd.) over the Neuse River in Smithfield in Johnston County. The Area of Potential Effects (A.P.E.) is approximately 610 meters (2,000 ft.) long and 122 meters (400 ft.) wide. The project is State -funded and will require Federal permits. Easements will be required. NOTE: This project was originally submitted with a smaller A.P.E. in 2011. The A.P.E. for that submittal was 183 meters (600 ft.) long and 46 meters (150 ft.) wide. A "No Archaeological Survey Required" form was submitted on 9/23/2011. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The review included an examination of a topographic map, an aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). US 301 is oriented northeast -southwest, but is considered east -west for this review. The topographic map (Four Oaks) shows Bridge 70 is located in a wide river valley. The landforms in the A.P.E. are poorly drained floodplain in the southwest and southeast quadrants, and sloped ridges in the northwest and northeast quadrants. The landform in the northeast quadrant appears to be a drainage valley. The land next to the bridge in the northwest quadrant appears to be an excavated area (retention pond?). There are several large structures (warehouses?) located at the western end of the northwest quadrant. A railroad track runs along the south side of the bridge. The aerial photograph shows the landuse in the A.P.E. is a mix of developed, poorly -drained, and wooded areas. Most of the northeast quadrant is occupied by a large parking lot. The southeast quadrant is a wooded area between the road and the railroad tracks. The southwest quadrant is wooded between the road and railroad tracks. The land south of the railroad tracks is poorly - drained. The northwest quadrant is poorly -drained next to the river, and a parking lot at the west end. A review of information at the O.S.A. shows no previously recorded archaeological sites within or adjacent to the A.P.E. The A.P.E. has not been previously surveyed for archaeological sites. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The landforms within the A.P.E. have a low to moderate potential for archaeological sites. Much of the A.P.E. is disturbed by parking lots or is poorly -drained.
