response. Lyle, please replace the original PCN and attachments with these revised versions.
Pages 21 of "20240280 Ver 1_Ting PCN Submitted 2024-02-15 20240215. pdf" carries the signatures of Jennifer
Burdette. For Jennifer Burdette to sign, the application package requires an agent authorization letter from the
applicant(s). "20240280 Ver 1_Ting Attach men ts_Optimized 20240215.pdf" contains agent authorization letters
signed by the applicants to authorize The John R. McAdams Company to act on the applicant's behalf. The PCN
states that Jennifer Burdette works for NRC Consultants, LLC. A sample agent authorization letter can be found
on the USACE website. [15A NCAC 02H .0502(f)]
o Updated agent authorization forms are attached. In reviewing these documents, we discovered one of
the property owners was omitted from the application. In addition to the previously provided forms, an
agent authorization form for the Town of Holly Springs is attached.
Please provide a most recent bound and published county soil survey. Please cleanly draw or delineate the site
boundaries on the soil survey. The provided soil survey map is the NRCS Web Soil Survey Map which is not an
acceptable form of the soil survey map for DWR's purposes. [15A NCAC 02H .0502(b)]
o Figure 2B Buffer Subjectivity Soil Survey map is attached.
Please realign the outlet location of the culvert for the road crossing so that it is in better alignment with the
stream channel. [15A NCAC 02H .0506(b)(2)]
o Due to the meanders of the stream and the fixed tie-in point with the Ting Park entrance, it is difficult to
alignment the culvert. The downstream end of the culvert was prioritized because of the greater
potential for erosion from the culvert outlet. Aligning the inlet to better align with the stream would
significantly increase the amount of stream loss. A small portion of the stream will be realigned to flow
into the culvert and riprap bank stabilization will be added to protect the banks. The quantity of stream
loss was increased to account for a small amount of stream loss required for the realignment. The
attached impact maps and PCN were revised to reflect these changes. Additionally, the road widening
impacts proposed at Impact C Map have been revised slightly to reflect the progression of the final
design.
• Please provide a construction sequence that details the method of dewatering to be utilized at the site and the
sequence of construction events to be followed to ensure compliance with this condition. [15A NCAC 02H
.0502(b)(3)]
o A detailed construction sequence and diversion details are attached.
• Please provide a copy of the locally approved stormwater management plan from the Town of Holly Springs with
proof of approval. [15A NCAC 02H .0506(b)(5) and (c)(5)]
o The stormwater management plan has been submitted to the Town of Holly Springs for review. The
review is not yet complete as shown in the attached Review Corrections Notice received from the Town
on March 5, 2024. The Town requires all their comments to be addressed, including sending a copy of
the environmental permits, before issuing an approval of the application and stormwater management
plan.
Please be advised that deed notifications or other legal language that clearly indicates to future owners that
there are jurisdictional features and that some lots may not be buildable as planned, or at all, without impacts
that may not be approved by the regulatory agencies will be a condition of the 401 Water Quality Certification. If

o A copy of DWR's sample deed notification has been provided to the future property owner to be
included on the deed upon closing on the property.
