Dear Mr. Hayden:
On April 23,2024,a technical assistance meeting was conducted for the Moody Dunbar Incorporated facility
located at 1000 S Fayetteville Avenue, Dunn, Harnett County, North Carolina. A copy of the Compliance
Inspection Report is enclosed for your review. Mr. Brett Godwin was also present during the inspection and
his time and assistance is greatly appreciated.The technical assistance meeting was to discuss the current
NPDES Stormwater General Permit NCG060000 under Certificate of Coverage NCG060089, which the
facility is covered. Permit coverage authorizes the discharge of stormwater from the facility to receiving
waters designated as Black River (Little Black River, Popes Lake, Rhodes Pond), class C waters in the
Cape Fear River Basin.
Please refer to the enclosed Compliance Inspection Report for additional comments.

Inspection Summary:
Ms. Kelly Jonas met with Mr. Brett Godwin, Environmental Health and Safety, and Mr. Charles Hayden, Plant Manager at
the Dunbar Foods Corp.facility for a Technical Assistance visit. She discussed the requirements necessary for compliance
with the NPDES General Permit NCG030000,which includes the Stormwater Pollution Prevention Plan (SWPPP)and Spill
Prevention, Control and Countermeasure Plan (SPCCP).Topics of the SWPPP include, but not limited to, best management
practices(BMPs), Prevention Maintenance and Good Housekeeping, secondary Spill Containment, and Solvent
Management Plan. Employee training should include awareness training for all employees.Qualitative and Analytical
Monitoring, as well as the Good Housekeeping inspection are required quarterly. Information was provided on how to register
for eDMR. Finally, records retention is required for five years.
Annual review of the SWPPP should include, but not limited to, non-stormwater(illicit)discharge observation,significant
spills, review of feasibility and possible best management practices, solvent management plan update or re-certification, and
signed acknowledgement from spill response personnel.Annual review of the SPCCP should also be reviewed in its relation
to the SWPPP.
The facility needs to reapply for representative outfall status 30 days prior to the permit renewal.
A Compliance Inspection should be conducted within one year of this meeting.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,

limitations, monitoring requirements, and other conditions set forth in General Permit No.
NCG060000 which can be downloaded by entering"deq.nc.gov/SW-industrial" in the
browser window and navigating to the "NPDES Stormwater General Permits"web page.
This Certificate of Coverage shall become effective July 1, 2021.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
