On April 30, 2024, a technical assistance meeting was conducted for the Aberdeen Bins facility located at
10000 Highway 211 East, Aberdeen, Moore County, North Carolina. A copy of the Compliance Inspection
Report is enclosed for your review. Mr. Justin Dahms was present during the inspection and his time and
assistance is greatly appreciated. The technical assistance meeting was to discuss the current NPDES
Stormwater General Permit NCG080000 under Certificate of Coverage NCG080746, which the facility is
covered. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters
designated as Aberdeen Creek, class C waters in the Lumber River Basin.
Please refer to the enclosed Compliance Inspection Report for additional comments.

Inspection Summary:
Ms. Kelly Jonas met with Mr.Justin Dahms at the Aberdeen Bins facility for a Technical Assistance visit. She discussed the
requirements necessary for compliance with the current NPDES General Permit NCG080000,which includes the
Stormwater Pollution Prevention Plan (SWPPP)and Spill Prevention, Control and Countermeasure Plan (SPCCP).Topics of
the SWPPP include, but not limited to, best management practices(BMPs), Prevention Maintenance and Good
Housekeeping, secondary Spill Containment, and Solvent Management Plan. Employee training should include awareness
training for all employees.Qualitative and Analytical Monitoring, as well as the Good Housekeeping inspection are required
quarterly. Information was provided on how to register for eDMR. Finally, records retention is required for five years.
Annual review of the SWPPP should include, but not limited to, non-stormwater(illicit)discharge observation,significant
spills, review of feasibility and possible best management practices, solvent management plan update or re-certification, and
signed acknowledgement from spill response personnel.Annual review of the SPCCP should also be reviewed in its relation
to the SWPPP.
Since the facility has only one outfall, reapplying for representative outfall status is not applicable.
A Compliance Inspection should be conducted within one year of this meeting.

standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,

entering"deq.nc.gov/SW-industrial" in the browser window and navigating to the "NPDES
Stormwater General Permits" web page.
This Certificate of Coverage shall become effective July 1, 2021.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
