A copy of the Compliance Inspection Report is enclosed for your review. Mr. Joe Huntley, Mr. Eddy Parrazai, and Tanner Franklin were present during the inspection and their time and assistance is greatly appreciated. The technical assistance meeting was to discuss the current NPDES Stormwater General Permit NCG210000 under Certificate of Coverage NCG210034, which the facility is covered. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Spencer Branch (Blake Creek), class C waters in the Yadkin River Basin. Please refer to the enclosed Compliance Inspection Report for additional comments. She discussed the requirements necessary for compliance with the NPDES General Permit NCG030000,which includes the Stormwater Pollution Prevention Plan (SWPPP)and Spill Prevention, Control and Countermeasure Plan (SPCCP).Topics of the SWPPP include, but not limited to, best management practices(BMPs), Prevention Maintenance and Good Housekeeping, secondary Spill Containment, and Solvent Management Plan. Employee training should include awareness training for all employees.Qualitative and Analytical Monitoring, as well as the Good Housekeeping inspection are required quarterly. Information was provided on how to register for eDMR. Finally, records retention is required for five years. Annual review of the SWPPP should include, but not limited to, non-stormwater(illicit)discharge observation,significant spills, review of feasibility and possible best management practices, solvent management plan update or re-certification, and signed acknowledgement from spill response personnel.Annual review of the SPCCP should also be reviewed in its relation to the SWPPP. The facility needs to reapply for representative outfall status 30 days prior to the permit renewal. A Compliance Inspection should be conducted within one year of this meeting. Also discussed was the purchase of the adjoining business, Uwharrie Lumber. Updated SWPPPs has been developed for each facility. Before the Compliance Inspection,the two SWPPPs should be combined into one plan for the entire facility. NCG210000 CERTIFICATE OF COVERAGE No. NCG210034 STORMWATER DISCHARGES NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the Federal Water Pollution Control Act, as amended, Troy Lumber Company is hereby authorized to discharge stormwater from a facility located at: Troy Lumber Company 110 Leslie St And Page St Troy Montgomery County to receiving waters designated as Spencer Branch (Blake Creek), class C waters in the Yadkin River Basin(s), in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in General Permit No. NCG210000 which can be downloaded by entering"deq.nc.gov/SW-industrial" in the browser window and navigating to the "NPDES Stormwater General Permits" web page. This certificate of coverage shall become effective June 1, 2023. This Certificate of Coverage shall remain in effect for the duration of the General Permit or until rescinded.
